Current policies leveraging financial incentives and improved irrigation efficiency to mitigate groundwater scarcity have not proven to curtail trends of resource depletion. Groundwater benefits cannot be appropriately valued solely on market forces, and so deeper policy consideration is warranted under a framework that considers the importance of groundwater across all its values to society. Understanding time preferences for groundwater management and preferences for alternative policies is vital to inform efficient policies. Water and energy are drivers of living systems. This work provides an assessment of the Water Energy Nexus in the United States, comparing the well-watered north-east and the arid west. Electric grid systems are most stressed on hot summer afternoons. Grid stress can lead to cascading failures of electricity, water and wastewater treatment systems. Numerous policy makers around the world have implemented carbon dioxide (CO2) cap and trade programs in an effort to combat global climate change. However, under this policy option emitters face incentives to both overstate prior emission levels and then exaggerate emissions reductions induced by regulation. I first build a simple conceptual model which demonstrates these incentives for fraud, and then outline institutional conditions which could plausibly enhance, or else reduce, firm incentives to disseminate erroneous emissions data under this policy option. We use a bivariate sample selection model to address peer network effects on participation in and/or intensity of use of land being irrigated by alternative irrigation practices in the state of Arkansas. As groundwater in the state becomes more limited, the use of scientific scheduling, flowmeters, and more efficient row crop water application systems will allow producers to better manage water resources. We find relatively large, positive relationships between belonging to a peer network of the same irrigation practice and participation in that practice. In boreal regions, increased precipitation events have been linked to increased concentrations of dissolved organic carbon (DOC), however less is known about the extent and implications of these events on lakes. We assessed the effects of precipitation events on six drinking water lakes in Maine, USA to better understand how DOC concentration and quality change in response to precipitation events. Our results revealed three types of responses: (1) an initial spike in DOC concentrations and quality metrics; (2) a sustained increase in DOC concentrations and quality metrics and; (3) no change during all sampling periods. Knowing the values associated with such lakes is essential when prioritizing management activities. The overall value of a lake as a resource for human benefit is estimated as the summation of both instrumental and non-instrumental values. Privately owned lands often undersupply environmental benefits and oversupply environmental costs through land use and management decisions. Insights into human behavior suggest a range of cognitive biases and nonstandard preferences that offer alternative explanations for and, perhaps, strategies to influence landowner behavior. People respond to simple changes in context and framing, make inconsistent choices over time, and respond to social influence—the opinions and behavior of peers.

Samples from the tailings of the Picacho mine in California were leached using NaCN and native bacteria, Alcaligenes faecalis, in column experiments to compare the gold recovery yields in the effluents. Four columns were treated with a different liquid: water, bacteria, NaCN and a mixture of cyanide and bacteria. After they were leached the effluents were analyzed to determine gold yields. During experiment I the total Au recovered in the effluent in the column treated with bacteria was only 10.09% less than those treated with cyanide (C2) and 81.7% more than the control. This dissertation consists of three essays that explore the impacts of changes in public water quality, reliability, and raw water source. The first essay explores the relationship between episodes of contaminated drinking water and health care expenditures in the United States. Using panel data from 48 contiguous states from 2000 to 2011 and spatial econometrics modeling methods, the results indicate that there is positive and statistically significant impact on per capita health care expenditures from the percentage of a state’s population exposed to contamination episodes.
