Americans spend upwards of 90% of each day in buildings that account for two-thirds of electricity usage. Because the supply of smart buildings will take time to catch up with demand, efforts are sought to develop informed and educated people to live and work in these “dumb” buildings. Additionally, energy efficiency alone may be inadequate to achieve major reduction in carbon emissions (Darby, 2006). In the spring of 1975, a heavy rain blew out an earthen dam holding back toxic metal waste from the now defunct Mike Horse mine at the headwaters of the scenic Big Blackfoot River. Federal agencies, a corporate mining giant, and the small town community of Lincoln, Montana, grapple with the repercussions and future of the watershed.

This honors senior project is composed of two separate, but integrated documents which, taken together, act as the foundation for a formal, systematic program evaluation model for the climate change education group Carbon Masters. The first section is comprised of a “policy analysis" proposal which outlines a policy problem, two solutions by which to address it, and a method by which to analyze the solutions for their effectiveness, efficacy, and community-building. Uncontrolled combustion of household wastes and vegetation remains makes a serious problem referring to the emission of many substances polluting atmosphere, including polychlorinated dibenzo-p-dioxins and dibenzofurans. Combustion of post-use wastes or garbage and burning grasses are also seen as one of the causes of air pollution in larger and larger number of communities in Poland. The awareness of the Polish society referring to this problem and related appearance of different air pollutants, including dioxins and furans, has still been low. The inventory and condition survey of the lower Murchison River area, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 2002 and 2003, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals.
