Research on Flying Ad-Hoc Networks (FANETs) has increased due to the availability of Unmanned Aerial Vehicles (UAVs) and the electronic components that control and connect them. Many applications, such as 3D mapping, construction inspection, or emergency response operations could benefit from an application and adaptation of swarm intelligence-based deployments of multiple UAVs. Such groups of cooperating UAVs, through the use of local rules, could be seen as network nodes establishing an ad-hoc network for communication purposes.

In this dissertation, motivated by electric vehicle (EV) and drone application growth, we propose novel optimization problems and solution techniques for managing the operations at EV and drone battery swap stations. In Chapter 2, we introduce a novel class of stochastic scheduling allocation and inventory replenishment problems (SAIRP), which determines the recharging, discharging, and replacement decisions at a swap station over time to maximize the expected total profit. We use Markov Decision Process (MDP) to model SAIRPs facing uncertain demands, varying costs, and battery degradation. A sliding mode observer is presented, which is rigorously proven to achieve finite-time state estimation of a dual-parallel underactuated (i.e., single-input multi-output) cart inverted pendulum system in the presence of parametric uncertainty. A salient feature of the proposed sliding mode observer design is that a rigorous analysis is provided, which proves finite-time estimation of the complete system state in the presence of input-multiplicative parametric uncertainty. The performance of the proposed observer design is demonstrated through numerical case studies using both sliding mode control (SMC)- and linear quadratic regulator (LQR)-based closed-loop control systems. This paper will review results and discuss a new method to address the deployment and management of a satellite constellation. The first two chapters will explorer the use of small satellites, and some of the advances in technology that have enabled small spacecraft to maintain modern performance requirements in incredibly small packages.
The third chapter will address the multiple-objective optimization problem for a global persistent coverage constellation of communications spacecraft in Low Earth Orbit. As satellites become smaller, cheaper, and quicker to manufacture, constellation systems will be an increasingly attractive means of meeting mission objectives. Optimizing satellite constellation geometries is therefore a topic of considerable interest. As constellation systems become more achievable, providing coverage to specific regions of the Earth will become more common place. Small countries or companies that are currently unable to afford large and expensive constellation systems will now, or in the near future, be able to afford their own constellation systems to meet their individual requirements for small coverage regions.

Advances in the capabilities of robotic planetary exploration missions have increased the wealth of scientific data they produce, presenting challenges for mission science and operations imposed by the limits of interplanetary radio communications. These data budget pressures can be relieved by increased robotic autonomy, both for onboard operations tasks and for decision- making in response to science data.
This thesis presents new techniques in automated image interpretation for natural scenes of relevance to planetary science and exploration, and elaborates autonomy scenarios under which they could be used to extend the reach and performance of exploration missions on planetary surfaces.

Small spacecraft operating outside of Earth orbit are significantly constrained by the communica- tions link available to them. This is particularly true for stand-alone craft that must rely on their own antenna and transmission systems (for which gain and available power generation are limited by form factor); it is also applicable to ‘hitchhiker’-style missions which may be able to utilize (quite likely very limited amounts of) time on the primary spacecraft’s communications equip- ment for long-haul transmission.
