General concern of all states was the actual AND potential impact of charter fishing on the resource and the inability to measure such impacts. The perceived problem with dual licensing was unregulated effort and the abilit to circumvent management controls. This paper provides current charter boat management arrangements in Australia, why they should be managed, types of charter vessels, Licensing, Management of recreational only charter vessels, Non-consumptive charters, Management guides and small scale charter operators, Commonwealth jurisdiction, Development of agreed strategies and Identification of future needs.

In this paper the Recreational Netting Committee has addressed an extremely complex and controversial issue in a forthright manner. They have developed a set of management proposals which accommodates recreational netting while recognizing the concerns of non-netters and the general community. The Committee would like to stress that it considers this plan as a package. For example the Committee would be strongly opposed to the considerable operational restrictions contained under Section 5 if there were not a trade-off in terms of a fairer criteria for which estuaries are open as proposed in Section 6.2. The Fisheries Department of WA and the Recreational Fishing Advisory Committee (RFAC), which is the peak body representing recreational fishers in WA, have been very pleased with the response to the implementation of two year review of recreational fisheries. Fisheries, RFAC and the fishing community recognise that the two year review was the first step in the continually evolving process of management of recreational fisheries. Since the new bag and size limit regulations were introduced in December 1991, there have been many suggestions for refinement and improvement.
