Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.

The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

The Recreational Fishing Advisory Committee (RFAC) was concerned over the delay in time in progressing this issue and recommended that the issue of trout stocking for recreational purposes be progressed in isolation. This matter was referred to the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) to progress the recreational aspects of stocking trout within State public waters. This strategy represents a significant step in ensuring the appropriate level of management is provided for the translocation of trout into and within Western Australia for recreational purposes. In this paper the Recreational Netting Committee has addressed an extremely complex and controversial issue in a forthright manner. They have developed a set of management proposals which accommodates recreational netting while recognizing the concerns of non-netters and the general community. The Fisheries Department of WA and the Recreational Fishing Advisory Committee (RFAC), which is the peak body representing recreational fishers in WA, have been very pleased with the response to the implementation of two year review of recreational fisheries. Fisheries, RFAC and the fishing community recognise that the two year review was the first step in the continually evolving process of management of recreational fisheries. Since the new bag and size limit regulations were introduced in December 1991, there have been many suggestions for refinement and improvement.
