California has the nation's largest population and also the largest criminal population. In rising to meet the "challenge of crime in a free society ... California has developed criminal justice and, particularly correctional systems which are ranked among the nation's best. However, the steady stream of incidents from a stunned Marin County Courthouse to a riot-torn East Los Angeles to a grave-filled Sutter County farmyard makes it painfully clear that California is far from having met the challenge. There is a never-ending need to re-evaluate the State's correctional programs to determine how they can more effectively achieve their overall goal. …

Many of the key issues cited in this Report focus upon the changing relationships of State and county government, particularly the increased emphasis on providing direct services to the offender by the counties and increased emphasis on the part of the State ·for providing supportive and enabling services to the counties in the fo~ of subsidy, planning, training, research and information, standard setting, inspections and consultative services. Other key issues include staff training, the use of non-professionals in the probation setting, increased workloaas, improved classification and treatment, and the reintegration of offenders into the community.

The basic objective of the administrative structure of the City Demonstrative Agency (CDA) is to plan a comprehensive, coordinated program to meet the needs of the residents living within the Mission Model Neighborhood Area. Both responsibility and authority for implementing the Comprehensive Development Plan (CDP) rests with the CDA; the activities of both the Mission and Bayview-Hunters Point Model Neighborhood Areas are administered and coordinated by the CDA.

Although tenant unions are increasingly relied upon as a means toward curing urban housing ills, the law surrounding their use is substantially uncharted. Drawing upon the body of housing law and upon analogies to the law of labor unions, Messrs. Moskovitz and Honigsberg introduce a comprehensive Model Act designed to eliminate uncertainty and give tenants and union organizers full opportunity to gain an equal bargaining position.

Subject only to the limitations prescribed by the Federal Constitution, a state legislature has the power to determine the extent to which courts of the state may exercise personal jurisdiction over absent defendants. The common law recognized only two bases of jurisdiction -presence within the state and actual consent. The additional bases approved in this century by the Supreme Court may be utilized by state courts only to the extent that state statutes permit. Hence, the states have enacted various types of long-arm statutes, all of which are designed to extend the in personam jurisdiction of state courts proportionately with …

"Real property" as a topic exists only in a law professor's mind. Practicing attorneys may specialize in representing title companies or developers or brokers or any of the other entrepreneurs who make their living in one way or another from real estate, but none of these lawyers would claim that his proper field of expertise is real estate per se. The study reported in this volume does not try to enumerate and evaluate the rehabilitative programs which might be used in the community for serious offenders. Instead it surveys and reports what leaders of criminal justice agencies, universities, academic departments and professional schools have to say about what we must do to staff good probation and parole services with enough well-trained people to make the rehabilitation of convicted offenders in the community a realistic and trustworthy prospect.

Much has been written about the various methods of pacific settlement of disputes specifically mentioned above. But very little literature can be found on "other peaceful means of their own choice." It is the purpose of this modest essay thus to supplement to some extent the missing link by an effort to throw some light on one of the pacific procedures not enumerated in the Charter, but is nonetheless growing in usefulness and popularity over the recent years. One of the most rapidly changing and complex areas of the law revolves around the propriety and wisdom of federal court ((interference" with state court proceedings involving first amendment rights. Mr. Stickgold examines the doctrine being evolved in this area, centering the discussion around Dombrowski v. Pfister and cases that have followed it. The author reports that several courts have not followed the Dombrowski mandates, and consequently, fundamental first amendment freedoms are not adequately protected.
