Research that focuses on the emotional, mental, behavioral and cognitive capabilities of individuals has been abundant within disciplines such as psychology, sociology, and anthropology, among others. The main argument made in this dissertation, however, is that a different perspective is necessary in order to gain insight about individuals when facing the complex problems that are presented within engineering and management disciplines. This is done by developing the Philosophical Profile of the Individual (PPI) that uses epistemology, ontology and teleology as underlying dimensions of philosophical predispositions. Rural areas have been experiencing a transition in their economic and social structure. Traditional industries such as agriculture, manufacturing, and resource extraction have been declining. The result has been a displacement of labor in rural areas and instability within rural economies. Upwards of three quarters of rural counties have experienced outmigration in the last decade. Per capita income in rural areas is only two-thirds that of their urban counterparts, and rural poverty rates exceed those in urban areas. Due to the rapid evolution of technology, future digital systems may not be able to read and/or interpret the digital recordings made by older systems, even if those recordings are still in good condition. This thesis addresses the problem of maintaining long-term access to digital documents and provides a methodology for overcoming access difficulties due to technological obsolescence. A review was conducted to determine the long-term access methods that have already been suggested by other researchers. Major changes in the geopolitical environment and the social and economic needs of the United States have resulted in resources being shifted away from national defense. Although the expected decrease in defense spending should not be harmful in macroeconomic terms, it can be devastating locally. To mitigate the effects of the drawdown, individual states and local communities must search for ways to bolster their local economies. One avenue that can be pursued to enhance future economic growth is the transferring of technologies to the commercial sector. "Residents were there by the hundreds to welcome home one of their noteworthy product of a previous era. 'Old 299' had just returned from the Panama Canal Zone to its final resting place in the New Paterson Museum, a fitting climax for the 2-6-0 'Mogul' type steam locomotive that was born here in 1906. And June 6, 1979 marked the gala return of one of the few remaining American-made locomotives that were so instrumental in the construction of the Panama Canal by this nation in the period from 1904 to 1914, after earlier unsuccessful attempts by the French."

The proposal is to initially outline the cognative aspects - the knowledge needs - necessary to generate a technological base which will be fitting, germane, and appropriate over against the society it must seek to serve.
It is proposed, secondly, to indicate the value -- laden and sensitive aspects -- the elements of care and concern - so vital in creating a technology which will be thoughtfully supportive and, insofar with respect to the people served.
