According to the Local Democracy, Economic Development and Construction Act introduced in 2009, UK local authorities are expected to implement ―a facility for making petitions in electronic form to the authority‖. Motivated by this arrangement, this paper reflects on the findings of a case study investigation conducted with the Royal Borough of Kingston (one of the first local authorities to implement such a service since 2004). Lessons learnt from the case suggest that ePetitions reveal increased potential to enhance local government democracy, but are also shaped by challenging open implementation issues which can highly influence the initiative’s impact. The development of mobile data services and products calls for participation and collaboration amongst many actors with different expertise. However, building powerful value network is challenging and requires a detailed examination of a number of design constructs and their interrelationships. This research provides an intuitive model to help effectively design such networks. The model is illustrated using NTT DoCoMo’s i-mode case. It is argued that the model offers a useful methodical approach for telecoms providers to develop a thriving value network capable of creating significant mobile innovations and benefits.

This research was conducted to evaluate the effectiveness of using a LITEE multimedia case study to teaching concepts in engineering courses. The LITEE Superstar case study was implemented in an engineering Project Management course. Numerous surveys regarding student expectations, outcomes, and attitudes were collected and results are presented herein. In this paper we propose a new approach for the facility layout problem (FLP) and suggest new mixed-integer linear programming (MILP) formulations. The proposed approach considers simultaneously the location of the departments within the facility and the internal arrangement of the machines. Two models are suggested, where the first addresses the rectangular department case and the second allows nonrectangular departments defined by an L/T shape. New regularity constraints are developed to avoid irregular department shapes.

Analyzing warehouse performance across different environments is critical to improving overall productivity and reducing costs. Although two-stage DEA estimators have been shown to be statistically consistent, the finite sample bias of DEA in the first stage carries over to the secondstage regression, which causes bias in the estimated coefficients of the contextual variables. The bias is particularly severe when the contextual variables are correlated with inputs. The Networked Distributed POMDPs (ND-POMDPs) can model multiagent systems in uncertain domains and has begun to scale-up the number of agents. However, prior work in ND-POMDPs has failed to address communication. Without communication, the size of a local policy at each agent within the ND-POMDPs grows exponentially in the time horizon. To overcome this problem, we extend existing algorithms so that agents periodically communicate their observation and action histories with each other. Given an existing stock allocation in an inventory system, it is often necessary to perform reallocation over multiple time points to address inventory imbalance and maximize availability. In this paper, we focus on the situation where there are two opportunities to perform reallocation within a replenishment cycle. We derive a mathematical model to determine when and how to perform reallocation. Furthermore, we consider the extension of this model to the situation allowing an arbitrary number of reallocations. When faced with a significant risk, society must decide howmuch to invest in prediction and response. For example, in the face of hurricane risk how much should we invest in better forecasting versus increased evacuation speed? To address this need, we develop a Markov decision processes model to analyze the interaction between the emergency response system and the emergency forecasting system. The model shows the tradeoff between the two investments given a budget limit. In addition, the research indicates that the superiority of the investment changes sharply by the lead time.
