This work presents a design for a binary driven optical square M-ary quadrature amplitude modulation (QAM) transmitter for high speed optical networks. The transmitter applies tandem quadrature phase shift keying (QPSK) modulators to eliminate the need for linear broadband amplifiers and high-resolution digital to analog converters (DACs), which are both required by conventional transmitters. The transmitter design could be scaled to any order of square M-ary QAM by simply adding more QPSK modulators in tandem. A low power high voltage power supply is designed for use in a long duration radiation monitoring system. The supply employs a flexible pulse frequency modulation switching controller implemented in a 0.35 $\mu$m CMOS technology. The controller drives and regulates a flyback transformer driven 12-stage Cockroft-Walton voltage multiplier chain. The chain provides bias for the dynodes of a photomultiplier tube. The supply voltage is selectable via a 12-bit on-chip digital to analog converter. The system is designed for low power operation and immunity to supply voltage variation as the application is battery-powered.

A new technique has been developed for creating multiscale micro/nanoscale surfaces on metals. This technique is based on past work in femtosecond laser surface processing (FLSP) and dual pulse laser induced breakdown spectroscopy (LIBS). Using a femtosecond laser, pulse pairs were created with varying pulse separations between 0 ps to 500 ps. The creation of surface structures with dual pulse FLSP was studied on Ag, Cu, Ti, Al, Ni, and 304 stainless steel in relation to pulse separation.

A radiation detection and identification system is designed and implemented to perform gamma ray spectroscopy on radioactive sources and identify which isotopes are present in the sources. A multichannel analyzer is implemented on an ASIC to process the signal produced from gamma rays detected by a scintillator and photomultiplier tube and to quantize the gamma ray energies to build a histogram. A fast, low memory embedded neural network is implemented on a microcontroller ASIC to identify the isotopes present in the gamma ray histogram produced by the multichannel analyzer in real time.

In this thesis, we develop a framework for E-health Cyber Ecosystems, and look into different involved actors. The three interested parties in the ecosystem including patients, doctors, and healthcare providers are discussed in 3 different phases. In Phase 1, machine-learning based modeling and simulation analysis is performed to remotely predict a patient's risk level of having heart diseases in real time. The use of resource constrained inexpensive hardware places restrictions on the design of streaming video and image processing system performance. In order to achieve acceptable frame-per-second (fps) performance with low latency, it is important to understand the response time requirements that the system needs to meet. For humans to be able to process and react to an image there should not be more than a 100ms delay between the time a camera captures an image and subsequently displays that image to the user.

In this thesis, the use of femtosecond laser surface processing (FLSP) to enhance the anti-icing properties of a commonly used aircraft alloy, Al 7075-O Clad is described. By changing the surface morphology through FLSP and the surface chemistry through siloxane vapor deposition, the wettability of Al 7075-O Clad was altered.

Condensation and the subsequent freezing of condensates on FLSP Al 7075-O Clad was studied. Both structure height and surface wettability were shown to play a role in the delay of freezing. Cognitive radio is a technique to adaptively use the spectrum so that the resource can be used more efficiently in a low cost way. Multihop wireless networks can be deployed quickly and flexibly without a fixed infrastructure. The large graphene-metal contact resistance is a major limitation for development of graphene electronics. graphene behaves as an insulator for out-of-plane carrier transport to metallic contacts.

Laser nano-welding was developed and led to RC reductions of up to 84%.

Localized laser irradiation at the edges of graphene led to the formation of chemically active point defects.

Skin effect suppression in planar multi-walled carbon nanotube (MWCNT)/Copper (Cu) conductors was realized at the 0-10 MHz frequency range through infrared laser irradiation of MWCNTs, which were coated on the surface of the Cu substrate via the electrophoretic deposition (EPD) method. The effect of laser irradiation and its power density on electrical and structural properties of the MWCNT/Cu conductors was investigated using a wavelength-tunable CO2 laser and then comparing the performance of the samples prepared at different conditions with that of pristine Cu. Gallium nitride (GaN) films were grown using laser-assisted metal organic chemical vapor deposition (LMOCVD). The vibrational mode (1084.63 cm-1) of ammonia (NH3) molecules was resonantly excited using a wavelength-tunable CO2 laser at a laser wavelength of 9.219 μm due to its high absorption cross-section. Through wavelength-matched resonant excitation of the NH3 molecules, highly c-axis oriented GaN films were successfully deposited on sapphire (α-Al2O3) substrates at low temperatures (250 to 600oC). An inherent property of air-insulated designs is that the systems tend to become physically large.
