The study is designed to assist citizens and officials in a democratic, public decision-making process regarding the best use of a National resource in a conflict situation in which competing objectives and goals are largely exclusive. A barge canal cannot be built without incurring social, economic and environmental benefits and costs. A wild and scenic river cannot be developed without incurring a different set of social, economic and environmental benefits and costs.
