Among the mo st privately-owned of all the states, Maine’s natural diversity and beauty combine with its traditions of resource stewardship, open access, and appreciation of nature to distinguish it in the public mind and national imagination. In recent decades, however, these traditions have come under assault from the forces of economic and social change; and the people of Maine have responded. Compressed air is typically one of the most expensive utilities in an industrial facility. As a result, potential savings opportunities are aggressively sought out and identified. Once identified, projected energy savings must be calculated in order to justify the cost of implementing the savings opportunity. It is important to calculate projected energy and cost savings as accurately as possible. Unfortunately, savings are frequently overestimated because the methods used to estimate savings neglect to consider important factors such as compressor control and type, storage, and multiple compressor operation.

In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. It would also include incentives for municipalities to think beyond their borders and to act with greater efficiency and effect. It is the purpose …

Legislation

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

Forty small clear southern pine specimens were loaded under third-point bending to examine creep and creep-recovery behavior for wood under high stress levels. Stress levels of between 69% and 91% of the predicted static strength were applied for 23 h with 1 h allowed for recovery, and the resulting deflection vs. time behavior was studied. The experimental creep and creep-recovery behavior was modeled using modified power law functions. The results indicate that these functions provide the best fit to both primary and secondary experimental data. It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.

Much land protection in New England and elsewhere, however, has occurred without substantial attention to such land use needs as fostering the best locations for where people will live, businesses will locate, and infrastructure will be built to avoid degrading resources. …

Although the large-scale stratigraphy of many terrestrial foreland basins is punctuated by major episodes of gravel progradation, the relationships of such facies to hinterland tectonism and climate change are often unclear. Structural reentrants provide windows into older and more proximal parts of the foreland than are usually exposed, and thus provide key insights to earlier phases of foreland evolution. Our magnetostratigraphic studies show that, although the major lithofacies preserved within the Himachal Pradesh structural reentrant in northwestern India resemble Neogene facies in Pakistan, they have a much greater temporal and spatial variability. The Department of Defense (DoD) conducted an ISO 14001 pilot study with the primary goal of determining how ISO 14001 could help DoD organizations reduce risks, improve compliance with environmental regulations, enhance stewardship, contain costs, and meet emerging regulatory requirements. This thesis analyzed the pilot study, specifically looking at the ISO 14001 implementation at three Air Force installations participating in the study. The research objectives were to identify factors that affect implementation of ISO 14001, compare the implementation strategies used by the bases, and develop propositions for Air Force managers to consider when implementing ISO 14001. Results from five physical hydraulic model studies of riverside water intakes situated along the Missouri River reach between Sioux City, Iowa, and St. Louis, Missouri, are presented. Movable-bed, undistorted Froude-scale models are used to determine the effectiveness of structural modifications in the vicinity of the intake to limit the influx of bed-load sediments. Artificially recharging the Las Vegas Valley (Valley) ground-water system with treated Colorado River water is one water resource management option employed by the Las Vegas Valley Water District (District) to help meet future long-term and short-term peak water demands. The District began operation of an artificial ground-water recharge program in 1988 in order to bank water for future use and to slow declining water levels. Artificial recharge occurs in the winter months, typically from October to May, when there is excess capacity in the Southern Nevada Water System (SNWS), currently a 400 Million Gallon per Day (MGD) treatment and transmission …

Lake Mead, Colorado River, Arizona-Nevada, is one of the most heavily used reservoirs in the western United States, providing abundant recreational opportunities as well as downstream domestic and agricultural water for over 22 million users. Based on average nutrient levels and productivity, Lake Mead is classified as mildly mesotrophic. The interflow of the Colorado River dominates the limnology of much of the 106 km-long reservoir, and may still be identified at Hoover Dam under certain conditions.
