The National Student Assessment (NSA) 2022 was a sample-based assessment in Bangladesh, measuring the learning levels of Bangladeshi students in Bangla and Mathematics covering 3,357,233 students in grade 3 and 3,604,586 students in grade 5. It was the seventh round of the national assessments in primary education in Bangladesh, conducted after five years and the most comprehensive national-level learning assessment after the global COVID-19 pandemic. The sampling method at school level was multistage stratified probability proportional to size method, and at student level was equal probability systematic random sampling derived from Annual Primary School Census (APSC) 2021 database.The report outlines …

Progress in International Reading Literacy Study (PIRLS)

Progress in International Reading Literacy Study (PIRLS) is a large-scale assessment that measures how effective countries are in teaching reading literacy. Conducted every five years since 2001 (with Australia participating since 2011), PIRLS provides information about how to improve teaching and learning so that young students become accomplished and self-sufficient readers. In Australia, almost 5,500 Year 4 students participated in PIRLS 2021. These students completed tests in reading comprehension and answered questionnaires on their background and experiences in learning reading at school. There is strong evidence supporting early childhood education (ECE) programmes as an effective way to support children to have the best start in life, especially for the most disadvantaged children. When high‐quality programmes are established – where quality is assured, and barriers to participation eliminated – large positive effects are observed that are sustained into adulthood. Indeed, substantial positive returns on public investment in ECE programmes are reported. When low‐quality programmes are taken to scale in the market, however, smaller effects or no effects are observed. This is attributed to failure to get quality right. And when quality is too …

Technical Support For A Micro-Scholarship Programme To Improve Learning: Project Brief, Bikramjit Sen

Sri Aurobindo Society (SAS), one of the largest Indian non-government organisations launched the AuroScholar, a micro-scholarship initiative for students in grades 1 to 12 in India. The scholarships are expected to improve student motivation and encourage positive behavioural patterns which are critical for improving engagement in learning, eventually leading to better outcomes. The Australian Council for Educational Research (India) provided technical support in improving the quality of the 10-minute, daily, curriculum-aligned qualifying quiz for the scholarship. Students are awarded a micro-scholarship of INR 50 upon correctly answering 80% questions in each quiz.

This policy brief investigates gender disparities in learning outcomes and the factors contributing to these disparities as identified in large-scale assessment data in Southeast Asia. It additionally provides a set of recommendations aimed at enhancing equitable student learning outcomes while advocating for comprehensive support of gender-based interventions within educational quality initiatives, spanning both systemic and school-level support. The findings presented in this brief are drawn from large-scale assessment (LSA) datasets and secondary analysis of these sources. One of these, the Pairwise Comparison Method (PCM), was first set out in Lazendic (2019). This document draws together work from several initiatives to establish Minimum Proficiency Levels (MPLs) for reading and mathematics, for global use in pursuit of the Sustainable Development Goal in Education, SDG 4.1, with a specific focus on indicator 4.1.1. Three educational levels are referred to in this paper as ‘end of lower primary’, ‘end of primary’ and ‘end of lower secondary’. Funded with generous support by the Jacobs Foundation, the ultimate goal of this project was to develop transcripts to track learner progress in the domains of creativity and curiosity. To support this overarching goal, the research team sought to define creativity and curiosity in language that would resonate with learners and teachers and that would be appropriate across numerous cultural settings. Australian secondary school students vary widely in their academic achievement. Using the scores from the Programme for International Student Achievement (PISA) in 2018, for example, the range from the 5th to the 95th percentile of student reading scores in Australia was 359 points compared to the OECD average of 327 points (OECD, 2019a; Thomson et al., 2019). This considerable range in achievement scores has been described as reflecting a long tail in the distribution of achievement. The Southeast Asia Primary Learning Metrics Program (SEA-PLM) is a regional assessment of Grade 5 students in six Southeast Asian countries. SEA-PLM was initiated in 2012 by the Southeast Asian Ministers of Education Association (SEAMEO) and the United Nations Children’s Fund (UNICEF). The first main cycle of SEA-PLM was implemented in 2019, with future cycles intended. All member countries of SEAMEO can choose to participate in SEA-PLM.
