The paper focus on the findings of one of the research questions of a larger research study. It explores the affordance of academic reading to invoke ‘criticality’ (Cope, 2002; Burns and Hood, 1998 and Brown 1999) amongst postgraduate students within traditional university classrooms. Anchored in a research study that roots itself in the broad area of English for Academic Purposes (or EAP), it probes into the process of reading and responding to academic texts written in English. Education in Tajikistan today is acknowledged by the Ministry of Education of the Republic of Tajikistan and by international agencies as facing many challenges. Infrastructure and materials need replacement or repair; curriculum needs to be adapted to changing conditions; professional development for teachers is required, while means to retain experienced teachers and attract new ones need to be found. At the same time, children's' meaningful access to education has been threatened by various factors that reduce their attendance and participation in education, keeping some youth out of school altogether. Education policy in Pakistan, as in other developing countries, faces the challenge of poor implementation. The article explores the history of education policy in Pakistan and describes the conventional accounts of policy failures. It particularly highlights the issues of unclear goals, political commitment, governance, centralisation, resources and foreign aid. Generally, it is assumed that overcoming these conventional challenges will result in better policy outcomes. Although this is partially true, Spillane, Reiser and Reimer (2002) direct our attention to the cognitive factors that play a critical role in policy implementation. Retail/Wholesale Trade Employment Directly Related To Population Change In The Nonmetro Great Plains, Adamchak J. Donald, Bloomquist E. Leonard, Bausman Kent, Qureshi Rashida

During 1950-90, the nonmetro civilian labor force declined except during the 1970’s. In the 1970’s, nonmetro manufacturing increased substantially, and the baby boom generation entered the labor force. By contrast, the retail/wholesale labor force increased in every decade except for the 1980’s. Several factors could have contributed to the decline in the retail/wholesale labor force, including population decline and the effects of large retail establishments.
