Purpose of Study. Disagreement was prevalent as American school boards and teacher associations attempted to reach consensus on what items should be negotiated at the collective bargaining table. This struggle to reach consensus clearly suggested an uncompromising need for additional research related to this perplexing problem. This project presents a proposed policy handbook to the board of directors of the Union Gap School District which will replace the present outdated handbook. Prior to writing the new policies, a review was made of educational literature on policy development, the Union Gap School District's board minutes, and surrounding school districts policy handbooks. The policies from the surrounding school districts were categorized according to subject matter, and, utilizing these policies along with a close communication with the school board and the superintendent, new policies were developed that would meet the unique needs of the Union Gap School District.

Originated by current demands for accountability in schools and resultant appeals for a return to the use of scholastic feedback, this study investigated the effects of feedback in light of certain characteristics of learning, and in light of student characteristics such as ability, age, and sex. The purpose of the study was to investigate the impact of specific informational feedback on hierarchical learning in a controlled laboratory setting, using the experimental controls inherent in identical twins. Problem: Women, although comprising the preponderance of the teaching force, are represented in small numbers at higher level school district administrative positions. Their numbers have been decreasing :in California despite federal and state laws mandating equal opportunities for women. The low proportion of women in these positions has been attributed to their lack of qualifications, their lack of aspiration, and their poorer performance as administrators. The study was designed to investigate the feelings of teachers in selected K-6 elementary schools located in northern California, which had a predominantly black enrollment and a predominantly white enrollment as to those conditions of teaching which constitute job satisfaction or dissatisfaction. Null hypotheses related to job satisfaction stated that there would be no difference between job satisfaction scores of teachers in predominantly black schools and teachers in predominantly white schools. Null hypotheses related to job satisfaction stated further that there was no relationship or differential interrelationship between job satisfaction and sex, age, and highest degree completed.

In October 1974, a pilot survey was conducted at the state convention of the Washington Association of Secondary School Principals in Spokane, Washington. The concern of the pilot survey was to indicate the general compliance for school administrators with RCW 28A.67.065. The results indicated that 75 percent of the districts surveyed evaluate their principals while only 41 percent indicated an evaluation of the superintendent. Were these percentages to hold true and accurate, eighty districts in the state would not be evaluating their principals and 188 superintendents would not be evaluated.
