This study presents a plan of approach to the problems that arise in the development of a reading readiness program. The purpose of this study is primarily to secure facts from which a comparison of the Standard and the Non-Standard one-room rural schools may be made in order to determine whether or not the expenditures of the Standard one-room rural school are greater than those of the Non-Standard one-room rural school, and whether or not the achievement of the pupils in the Standard one-room rural school is sufficiently greater than that of the pupils in the Non-Standard one-room rural school to pay to maintain the Standard one-room rural school on its present basis.
