The rate of teacher turnover appears to be higher than employee turnover in many other occupations. What is currently perceived as a teacher shortage may in reality be a problem of teacher retention. This study examined the use of the Urban Teacher Selection Interview, developed by Martin Haberman, Ph.D., as a tool for choosing teachers for urban districts. Almost 36% of those teachers eligible for employment in Buffalo refused employment. This compares favorably with a national average of 40% of teachers who choose not to teach. Background: Problem-Based Learning (PBL) has been incorporated into the curricula in many medical schools. It has also spread into schools of health sciences, nursing, public health, business and other professional education programs. The necessary for effective problem-based learning as well as the behavioral elements, which may be attributed to effective problem-based learning, are generally the characteristics that employers seek when making staffing decisions. This paper proposes that Problem-Based skills Learning is an appropriate adjunct to traditional staff development methods. Computer mediated multimedia learning is playing an increasingly important role in education. This study seeks to create and implement an interactive multimedia tutorial on the process of communication. The tutorial will be based on the traditional basic model of communication in used entry level undergraduate speech communication courses. The study examines the evolutionary development of the basic model of communication as well as models currently in in use popular textbooks. The study also examines educational theory, visual communication and multimedia learning as they pertain to the creation of the communication tutorial.
