For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. Drawing on Bachrach and Baratz’s first and second faces of interest group power, we explore the relationship between teachers’ union power and reopening decisions during the fall 2020 semester in 250 large districts around the United States. We leverage a self-collected panel data set of reopening decisions coupled with measures of teachers’ union first face power (drawn from social media postings on teachers’ unions’ Facebook pages) and second face power (operationalized as district size, whether the school district negotiates a collective bargaining agreement with the teachers’ union, the length of the collective bargaining agreement, and the amount of revenue raised …

On June 10, 2021, the National Student Clearinghouse Research Center released the Spring 2021 Current Term Enrollment Estimates (CTTE) report. The report provides estimated postsecondary enrollment numbers based on the Clearinghouse universe of institutions. To understand how higher education institutions broker graduate opportunities for Students of Color (SOCs) in STEM, we employ a single case study of a Louis Stokes Alliance for Minority Participation (LSAMP) alliance. Drawing primarily from student interviews and informed by Small’s (2006) organizational brokerage theory, our findings illuminate how 1) alliance-based STEM enrichment programs (SEPs) bridge social capital via interorganizational networks and 2) how SEP instability creates barriers to building the trust that is central to the brokerage process. We conclude with recommendations for future research and practice.

Despite K-12 education’s influence on later-in-life outcomes, schools often underserve students of color. Hispanic students in particular constitute a significant and growing portion of the U.S. student population yet are often overlooked in education literature because they are not the lowest performing demographic. In this brief, we examine how well public K-12 education serves Hispanic students in Clark County, where nearly half of students are Hispanic. The districts include New York City Public Schools, NY; Los Angeles Unified, CA; Chicago Public Schools, IL; (Miami) Dade County, FL; Clark County School District (CCSD), NV; and Broward County, FL. Data are compiled from the Civil Rights Data Collection for the 2015-2016 academic year. Specifically, we examine the data for the discipline strategies of in-school suspensions, out-of-school suspensions, and expulsions.

Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. Problem. The school budget cuts concomitant with the COVID-19 pandemic mean educator jobs may again be threatened by layoffs. During prior recessions, school district administration primarily deter- mined teacher layoffs by virtue of seniority. However, as new evidence emerges that seniority policies may not be the most equitable way to determine teacher layoffs, some have turned towards performance-based measures from evaluation systems.
