In May 2013, The Lincy Institute1 commissioned, Tripp Umbach2 to prepare an economic impact report to show the value of a new, four-year allopathic medical school (hereinafter referred to as the new four-year medical school) in Las Vegas. To accomplish this task, Tripp Umbach evaluated multiple medical school development models in order to recommend the optimal model that would provide the greatest economic impact to the state of Nevada and the Las Vegas Metropolitan area.

On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77^th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

Patent policy is rarely debated in relation to its distributive consequences. In particular, the Bayh-Dole Act has been discussed in terms of its effects on the pace of innovation or the organization of science. However, this lecture re-assesses this policy from the perspective of a fair distribution of resources, both those committed to and those created by research-based innovation. Policy and businesses leaders have argued that there is a shortage of highly educated workers in professional occupations related to science, technology, engineering, and math (STEM). Critics have countered that Ph.D scientists often face a difficult academic labor market and do not necessarily earn higher wages than other professionals. Yet, both sides of the STEM debate have been relying on an ill-defined definition of STEM work. Using a detailed survey of worker knowledge requirements, this research project redefines STEM jobs based on the level of knowledge required in STEM fields to perform occupations. When it comes to education, Nevada’s reputation as a low‐performing state in no way reflects a shortage of reforms. The politics of high‐stakes accountability characteristic of federal education policy since the 1980s has resulted in much reform, but “small change” in terms of funding and improved outcomes in the Silver State. This brief examines the history of Nevada education reform and why Nevada must reform its approach to improving schools by turning its attention from unfunded mandates to adequate and equitable investments in education. Since the 1980s, the standards and accountability movement in U.S. education has focused heavily on reform at the classroom and school level, with insufficient regard for how social, political, and community contexts impact student learning and achievement (Berliner, 2006; Horsford, 2010; Noguera, 2003; Oakes, 1989; Wells et al., 2004). This emphasis on standardization and high-stakes testing has stigmatized, and in many instances, penalized low-income and historically underserved students and communities through the use of student subgroup and school designations. Student cadets and veterans new to college have unique academic needs, and the abrupt switch from civilian to Corps life for new students at a military university can be challenging. Likewise, transitioning from military life to civilian life as a veteran student can be overwhelming. The libraries at Norwich University and The University of Alabama are supporting programs to assist new students in the transition from civilian to Corps life and from military to civilian life, respectively. Graduate students embarking upon a new phase in their educational careers may not realize the range of expectations, particularly the cocurricular or extracurricular expectation to participate in the scholarly communication process. Unforeseen faculty expectations may include a requirement to publish or copublish an article in order to pass a graduate course or to engage in grant-funded research that will result in conference presentations or publications. “Seeing” The Elephant: Assessing The Impact Of Library-Composition Program Collaboration On First-Year Student Learning, Erin E. Rinto

Though university libraries and composition programs have historically collaborative relationships, these partnerships can take a variety of formats, including single course period library sessions, teaching-the-teachers, and librarian-driven assignment models. A hybrid of these collaborative approaches was implemented Fall 2012 at UNLV in an effort to provide first-year composition students with a more systematic information literacy experience in the required ENG 102 course. A two-pronged assessment method was used to evaluate the impact of the collaboration for both first-year student learning as well as to implement programmatic change.

Marketing library resources remains an important issue despite library reductions in staff and collections budgets. In order to maintain or expand marketing programs, libraries could do well tapping into the expertise available through the vendors supplying resources to libraries. A case study of a library marketing program called, “Vendor of the Month,” at the University of Nevada, Las Vegas explains the collaboration between the library and its vendors to increase awareness and use of selected electronic resources.

Developing And Applying An Information Literacy Rubric To Student Annotated Bibliographies, Erin E. Rinto

Objective – This study demonstrates one method of developing and applying rubrics to student writing in order to gather evidence of how students utilize information literacy skills in the context of an authentic assessment activity. The process of creating a rubric, training scorers to use the rubric, collecting annotated bibliographies, applying the rubric to student work, and the results of the rubric assessment are described. Implications for information literacy instruction are also discussed.
