We explore data from Michael Hansen and Diana Quintero’s “Mountain West states face growing teacher diversity gaps” a 2018 Brookings Institution report. Specifically, we explore the teacher and student population in Mountain West states by race, revealing a disproportionate gap between students of color and teachers of color.

Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

The United States has a literacy problem; in fact, it has an education problem in general. Piecemeal reforms that differ wildly from state to state, and even county to county, have had varying levels of success from none to showing real potential. Nevada is not exempt from this literacy problem. In 2015, only 47.57% of the students taking the state mandated third grade exams were deemed proficient on the English Language Arts portion of the exam. This Fact Sheet highlights the effects of major shifts in geographic mobility patterns of highly-educated citizens in the Mountain West (Nevada, Utah, Arizona, New Mexico, and Colorado). The phenomenon, dubbed “brain drain” by experts, is characterized by the out-migration of a group of highly-educated people. “Brain gain” describes the opposite: when a location attracts highly-educated people. Several states are keeping and welcoming more highly-educated adults, while other states are rapidly losing talent. This migration pattern has important implications for social, political, and economic issues facing the country.

Out of necessity, metros and regions are taking the lead in collaborating, innovating, and governing in Post-Recession America. Instead of waiting for federal or state governments to impose prescriptive, one-size fits all “solutions,” localities are seizing opportunities to strengthen their economies by working with stakeholders to develop policies tailored to their unique and complicated needs.

In 2010, the Association for the Advancement of Sustainability in Higher Education released, “Sustainability curriculum in higher education: A call to action,” encouraging infusion of sustainability topics into universities' teaching and research. From that bipartisan discussion emerged policy priorities for the 77^th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

When it comes to education, Nevada’s reputation as a low‐performing state in no way reflects a shortage of reforms. The politics of high‐stakes accountability characteristic of federal education policy since the 1980s has resulted in much reform, but “small change” in terms of funding and improved outcomes in the Silver State. Since the 1980s, the standards and accountability movement in U.S. education has focused heavily on reform at the classroom and school level, with insufficient regard for how social, political, and community contexts impact student learning and achievement (Berliner, 2006; Horsford, 2010; Noguera, 2003; Oakes, 1989; Wells et al., 2004). This emphasis on standardization and high-stakes testing has stigmatized, and in many instances, penalized low-income and historically underserved students and communities through the use of student subgroup and school designations. Moving images, sounds, and still images have become increasingly important in teaching, learning and research, and academic librarians are working closely with other agencies on campus to support faculty and student information needs. Understanding the cultural aspects that affect a student’s ability to appropriately use resources is important in developing outreach and instruction in multicultural settings. Differences in educational philosophies, students’ previous scholastic training and cultural differences in individual motivation are all factors that may affect a freshman’s ability to understand an American university’s idea of academic integrity and can inadvertently cause problems where independent work and critical thinking are required.
