Over the past two decades, distance education has become a reality of rural schooling in Newfoundland and Labrador. In this article, I provide historical background into the challenges facing rural schools in the province and how distance education was introduced to address that challenge. I also describe how that system of distance education evolved from a system that used the telephone lines and bridging technology to one that uses a combination synchronous and asynchronous system delivered over the Internet. Using A Robotic Arm To Evaluate The Programming Ability Of K-12 Educators, Antoinette P. Bruciati

This usability study measured the ability of educators to master advanced computer programming concepts through the OWI Robotic Arm Trainer and PC Interface. Research findings revealed that the lack of prior computer programming experience did not impact the ability of each participant to successfully program his/her robotic arm. However, the absence of a detailed instructional manual detracted from the product’s usability. Future directions for research and the suitability of the robotic arm for use in an online teacher preparation course in robotics technologies are discussed at the conclusion of this paper.

Introduction: The province of Newfoundland and Labrador is located on the east coast of Canada. The province, which has both an island and mainland portions with a total area of 505 066 square kilometres, has a population of approximately 550 000 people. With about 60% of the population living within a 150-kilometre radius of the capital region, the remainder of the province is sparsely populated. The majority of the roughly 300 schools are located in these rural communities. There are two Connecticuts described in public education circles: One Connecticut includes a set of school systems that are suburban, educating primarily white and/or Asian students. The other set of Connecticut schools systems is urban, comprised primarily of students of color, and of low socio-economic status. The purpose of this chapter is to focus on the latter set of schools, provide some history of their development, look at the indicators of poor progress in more detail, review options of ameliorating the urban school systems, including assessments of state efforts so far, and offer some perspectives and conclusions.

The spiraling cost of education, the spread of technology, and the competitive nature of the job market have changed the very notion of what education should be and who should pay for it.
This chapter proposes a series of practical reforms, designed to work within the existing structure of higher education. The underlying assumption is that higher education in Connecticut is best served by allowing the natural forces of the market to determine the direction of growth and development. Minimal government interference will mean the greatest amount of choice and the highest quality of education for students in the state.

According to the United States Department of Education, teacher quality is one of the most critical aspects of the teaching and learning process. The No Child Left Behind Act of 2001 (NCLB) has required that state agencies assume the responsibility for increasing student achievement and ensuring teacher quality by the end of the 2005-2006 school year. The NCLB outlines minimum qualifications that are needed by teachers who work on any facet of classroom instruction and authorizes state administrators to establish the criteria through which an experienced teacher will meet the subject matter competencies in a specific content area. Under the provisions of the No Child Left Behind Act of 2001 (NCLB) all instructional paraprofessionals working in a program supported under Title I, Part A, are required to meet the federal definition of being highly qualified by the end of the 2005-2006 school year. In meeting the NCLB requirements, the capacity to support teaching and learning activities in the content areas must be demonstrated. In today's society, there are many new technologies that educators have at their disposal to use both inside and outside of the classroom. One such technology was the focus of the first stage of an on-going project on the "open school" model. This "open school" model is designed to provide access to information on a child's schooling to both students and parents outside of the traditional school day. This article considers the use of one web-enabled technology called ThinkWave in two one term, elective courses.

The authors looked at differences among 6 Asian American ethnic groups in terms of student-level and school-level characteristics and examined factors related to their educational aspirations. The authors provided implications for counselors to help Asian American students achieve academic success in secondary and higher education.
