Over the past several years, states across the country have been restructuring their teacher evaluation models due to changes in federal education policies. The focus of many of these models has become student achievement, and there are many ways states are measuring a teacher’s impact on student achievement. Connecticut, along with more than 20 other states, uses student learning objectives to measure a teacher’s impact on student learning. As a former superintendent of schools for Fairfield, Conn., I have personal insight into how valuable it is to have nationally renowned universities as part of our community. Through this proximity, and based on long-established relationships, I saw students from area colleges teaching and interning in our public schools, and even had the opportunity to hire some of them into full-time assignments. The strategic and creative support they provided for the children and teachers in our classrooms and their contributions to the district was invaluable then, and remains so today.

The use of online learning at the K-12 level has seen exponential growth for much of the past two decades. Based on the limited research to date some students can experience success in the supplemental K-12 online learning environment, but other types of K-12 online learning are largely failing adequately to serve students. While proponents will argue that all types of K-12 online learning are forms of school choice, it is primarily cyber charter schools and course choice policies that are reflective of the policies and regulations proponents of online learning promote—as cyber charter schools and course choice policies are …
