This paper offers that organizational underachievement sourced to workplace expertise is a product of bounded perspective constructed by the agency of expertise. Embedded in any bounded perspective is limitations to what can be seen. Organizations that seek to leverage expertise solely on their agency risk organizational silofication. We conclude that recognizing organizational silofication is an opportunity for organizations to address organizational underachievement by addressing the perspectives that create the hidden impediments limiting their overall potential.

Trends in the current human resource development (HRD) literature emphasize the role that integration of strategic human resource development (SHRD) practices has on organizational effectiveness (Garavan, 1991; Garavan, 2007; Gilley & Gilley, 2003; Gilley & Maycunich, 2000; Ruona & Gilley, 2009; Wright, 2007). This study advances research on strategic human resource management by examining whether better firm performance depends on the alignment between an organization’s human resources (HR) system and its innovation strategy. The authors argue that the unique problems underlying exploration innovation strategies and exploitation innovation strategies require core workers to engage in different types of knowledge-search and -combination behaviors. Alternative HR systems theoretically produce different knowledge-search and -combination behaviors by way of their effect on employees’ ability, motivation, and opportunity structures at work. Given growing interest in collective turnover (i.e., employee turnover at unit and organizational levels), the authors propose an organizing framework for its antecedents and consequences and test it using meta-analysis. Based on analysis of 694 effect sizes drawn from 82 studies, results generally support expected relationships across the 6 categories of collective turnover antecedents, with somewhat stronger and more consistent results for 2 categories: human resource management inducements/investments and job embeddedness signals. Turnover was negatively related to numerous performance outcomes, more strongly so for proximal rather than distal outcomes. Petroleum-producing companies in Nigeria were forced to increase spending on Nigerian-sourced materials and services from $8 billion to $13 billion since 2010, due to the Nigerian Oil and Gas Industry Content Development Act that was implemented in 2010 to support local firms and improve the companies’ performance. There is sparse research on how the act affected the companies’ performance. This descriptive correlational study addressed the gap in the literature. Survey data from 372 employees of the five major petroleum-producing companies in Nigeria was analyzed. The link between employee involvement (El) and organizational performance is not clear-cut, and the diffusion of information technology (IT) in the workplace complicates this relationship. The author argues that new technologies offer an important avenue by which El can improve hrm performance. This research paper assesses the degree to which job-training-intervention programs, a type of HPWP, contribute to organizational performance in a manufacturing environment. Measurement provides factual information which is necessary for effective control of business processes. Implementing a Total Quality Management (TQM) philosophy is a common process in many organizations today. The United States Air Force is using the Malcolm Baldrige National Quality Award criteria to measure organizational performance in implementing the Quality Air Force (QAF) initiative. Unfortunately, the Baldrige-based unit self-assessment (USA) process is an inconsistent measure due to its subjectivity, and is also time consuming to use.
