Over half the world's supply of fish for human consumption is produced by small scale fisheries. In recent years, increasing attention has been focused on improvement of small scale fisheries in developing countries. In spite of substantial investments, and the arduous labor of many competent, well-intentioned people, the success rates of small scale fisheries development projects have not been encouraging. This paper will discuss two types of project approaches which have been used in small scale fisheries development, with examples of the challenges and problems they have encountered. With the beginning of airline deregulations in 1978, U.S. domestic operations were in for a period of turmoil, adjustment, vibrancy, entrepreneurship, and change. A great deal has been written about the effects of deregulation on airlines and their personnel, and on the public at large. Less attention has been paid to the effects on travel agents and on the seminal role of computerized reservations systems (CRSs) in the flowering of travel agencies. This article examines both of these phenomena.

A Technological Lifecycle Approach To The Organizational-Factors Determining Gatekeeper Activities, Arnoud De Meyer

The paper deals with the question whether gatekeepers arise spontaneously (non-hierarchical) or are created by administrative action (hierarchical). The author's approach to the problem relies on the use of a lifecycle model of an organisation devised by Utterback and Abernathy. They distinguish a product-innovation, a transitional and process- innovation (consolidation) phase in the development of an enterprise. The author's hypothesis is that gatekeepers can arise via either route depending on the phase in which enterprise is operating. Problem. While large organizations such as federal and state governments and large commercial corporations have expended their resources to take advantage of communication satellites, private organizations with more modest means have not been provided with a plan for utilization of this new technology. The purpose of this study was to design a model for development of a telecommunications network which private organizations could use to create their own telecommunications satellite networks. Literature was reviewed to provide a perspective of the history and development of satellite technology. In 1981, the Supreme Court rendered a decision prohibiting state courts from dividing, as marital property, military retirement pay upon divorce. in response to the overwhelming public outcry, Congress has enacted a law which effectively overturns the Supreme Court's ruling. This comment discusses the law prior to this opinion, the opinion itself, the controversy it provoked and finally, the law it initiated.

A regime for managing the two space resources, the physical space resources and the electromagnetic spectrum was suggested. To achieve efficiency in an international convention establishing intra- and international free trade in divisible, indefinite user rights to the complete resources should be agreed upon. A legal convention on the definition and enforcement of liability rules is also crucial for efficiency. An authority to manage space resources is needed only for those activities that interfere with a large number of other activities. We develop an optimal growth model that includes several important new features. First, technological change is endogenously related to the growth of 'knowledge.' Investment may be directed either towards physical capital or knowledge (or both). Knowledge becomes an effective substitute for scarce resources by increasing the technical efficiency of resource utilization both for consumption and in capital. Nevertheless, a finite quantity resource must be embodied in capital and a finite flow is required for depreciation. Thus, there is an upper limit to technical efficiency and economic growth is thus ultimately limited by the availability of renewable resources. For a simple …

The machinery crisis - I believe we have come through a crisis in farming efficiency. To maintain his income, the farmer has had to reduce his costs of production, or increase production per man. He has done this by climbing to a new plateau of efficiency, and he expanded or got out; he has substituted capital for labour.

Some 249 miles of Nebraska rail line have been abandoned since 1963; another 310 miles are in contention at abandonment proceedings. The abandonment of these and other lines could have serious economic implications for grain elevators, farmers, and rural communities.

Track abandonment is occurring during a time of rapid expansion in the grain industry. U. S. corn and grain sorghum production increased more than 40 percent during the decade ending in 1973. Exports of these commodities increased 157 percent during the same period. Increases in grain production and exports, along with a shorter harvest season, are placing great strains on …

During the past several years, there has been much discussion and controversy over what should be taught in high school mathematics, in general, and in high school geometry, in particular. Numerous mathematicians have encouraged the teaching of transformations as part of the standard high school mathematics curriculum[1-4,6-9]. The results of a recent survey of high school teachers of mathematics indicate that 19% have taught geometric transformations, 26% feel adequately prepared to teach such a topic, and 50% would like to teach the topic if materials were available for the average college prep student[5].

Computer terminals in business are becoming increasingly popular. By calling prestored programs from the computer memory and feeding necessary data from a terminal device in their offices, modern executives have been able to make better use of quantitative techniques in the decision-making process. The desk-like terminals provide executives direct access to information files of their companies and to computerized analysis of current operations.
