บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการสำคัญที่มีผลต่อการตัดสินใจของเกษตรกรในการลดการปลูกข้าวโพดเลี้ยงสัตว์เชิงเดี่ยวบนพื้นที่สูง และเพื่อจัดทำแนวทางในการลดพื้นที่ปลูกข้าวโพดเลี้ยงสัตว์ของเกษตรกรผู้ปลูกข้าวโพดเลี้ยงสัตว์เชิงเดี่ยวบนพื้นที่สูง โดยกรณีศึกษาน้ำพางโมเดล จังหวัดน่าน เนื่องจากโครงการนี้เป็นโครงการที่มีการขับเคลื่อนการลดการปลูกข้าวโพดเลี้ยงสัตว์ได้ประสบความสำเร็จ ซึ่งจะเป็นประโยชน์อย่างยิ่งในการลดการเผาเศษซากวัสดุทางการเกษตร และลด PM 2.5 และช่วยให้เกษตรกรได้ใช้ประโยชน์ในพื้นที่ทำกินของตนได้ ผู้ให้ข้อมูลสำคัญ ได้แก่ เกษตรกรผู้เข้าร่วมโครงการน้ำพางโมเดล และเจ้าหน้าที่ผู้ดูแลโครงการน้ำพางโมเดลรวมถึงเจ้าหน้าที่ที่เกี่ยวข้อง จำนวน 13 คน โดยเป็นการวิจัยเชิงคุณภาพ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบกึ่งโครงสร้าง ด้วยวิธีสัมภาษณ์แบบเจาะลึกรายบุคคล ผลการวิจัยได้ถูกวิเคราะห์และสรุปออกมาเป็น 5 กระบวนการ ประกอบด้วย 1)กระบวนการสร้างความเข้าใจร่วมกัน โดยการจัดตั้งเวทีเพื่อพูดคุยให้ตระหนักถึงปัญหาและคิดหาแนวทางแก้ไขร่วมกัน จากนั้นจึงเกิดเป็น 2)กระบวนการรวมกลุ่มน้ำพางโมเดล เพื่อความเข้มแข็งในการขับเคลื่อนชุมชนและการรักษาผืนป่า เช่น การเข้าร่วมโครงการและการตั้งวิสาหกิจชุมชน 3)กระบวนการถ่ายทอดความรู้สู่เกษตรกร โดยการจัดอบรมเพื่อพัฒนาและต่อยอดความรู้ด้านการเกษตร 4)กระบวนการร่วมกันสร้างระบบนิเวศป่าคือ การรักษาผืนป่าผ่านกิจกรรมปลูกป่า บวชป่า ทำแนวกันไฟ เป็นต้น และ 5)การสนับสนุนจากหน่วยงานภายนอก ทั้งในด้านเงินทุน ความรู้ รวมถึงกล้าพันธุ์ไม้ เพื่อให้โครงการน้ำพางโมเดลดำเนินต่อไปได้อย่างมีประสิทธิภาพ ในการศึกษาแนวทางการลดการปลูกข้าวโพดเลี้ยงสัตว์เชิงเดี่ยวบนพื้นที่สูงผู้วิจัยได้วิเคราะห์และสรุปแนวทาง ประกอบด้วย 1) การระดมความคิดของเกษตรกรที่เกี่ยวข้อง 2) การสร้างความเชื่อมั่น 3) การประกอบอาชีพเสริม 4) การสนับสนุนจากหน่วยงานภายนอก 5) การจัดตั้งวิสาหกิจชุมชน 6) การพัฒนาเป็นแหล่งท่องเที่ยวในอนาคต โดยความยั่งยืนของโครงการสะท้อนผ่านความสอดคล้องกับเป้าหมายการพัฒนาอย่างอย่างยืนเพื่อให้ประชาชนมีสิทธิในที่ดินทำกินควบคู่กับการรักษาผืนป่าให้คงอยู่สืบไป

การวิเคราะห์มิติทางสังคมของการท่องเที่ยวเชิงการแพทย์, ณัฐดนยา ทิพยจารุโภคา

งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์เพื่อศึกษา วิเคราะห์ เพื่อทำความเข้าใจการท่องเที่ยวเชิงการแพทย์ในมิติทางสังคม สำรวจประเด็นสำคัญ และผลกระทบที่เกิดขึ้นแล้วและอาจจะเกิดขึ้นทางด้านสังคม สุขภาพ ที่อาจจะมาจากการส่งเสริมการท่องเที่ยวเชิงการแพทย์ โดยผู้วิจัยได้กำหนดระเบียบวิธีการวิจัยหรือกระบวนวิธีการวิจัยประกอบไปด้วยการศึกษาและวิเคราะห์ข้อมูลจากเอกสารและการสัมภาษณ์บุคคลจำนวน 20 คน จากนั้นจึงนำข้อมูลที่ได้มาวิเคราะห์เชิงเนื้อหาและเขียนรายงานผลงานวิจัยในลักษณะเชิงพรรณนา ผลการศึกษาพบว่า จากวิกฤตเศรษฐกิจในปี พ.ศ.2540 โรงพยาบาลเอกชนต้องหาโอกาสใหม่ๆ ทดแทนการรายได้จากกลุ่มลูกค้าที่เป็นคนไทย จึงได้หันไปหากลุ่มลูกค้าจากต่างประเทศซึ่งเป็นประเทศที่มีกำลังซื้อสูง ต่อมารัฐบาลประสบปัญหาขาดดุลเดินสะพัดติดต่อกันหลายปี จึงได้มีการกำหนดนโยบายการพัฒนาประเทศไทยให้เป็นศูนย์กลางสุขภาพของเอเชีย โดยไทยมีการท่องเที่ยวเป็นทุนเดิมอยู่แล้ว มีกลุ่มสถานพยาบาลเอกชนที่ได้รับมาตรฐานด้านการบริการด้านสุขภาพหลายแห่ง ด้วยจุดแข็งเหล่านี้ จึงพัฒนาแผนและนโยบายเพื่อการเป็นศูนย์กลางสุขภาพ (Medical hub) ในระดับเอเชีย ซึ่งส่วนใหญ่จะถูกมองไปในด้านของผลดีด้านเศรษฐกิจรายได้กำไรที่เพิ่มขึ้นของประเทศ จึงมีประเด็นว่าผลกระทบการท่องเที่ยวเชิงการแพทย์นั้นมักจะไม่ได้รับการพิจารณาอย่างถี่ถ้วนเมื่อมีการผลักดันนโยบายนี้ ดังนั้น การศึกษามิติทางสังคมของการท่องเที่ยวเชิงการแพทย์ได้สำรวจประเด็นสำคัญไว้ดังนี้ 1. แนวคิดและนิยามของการท่องเที่ยวเชิงการแพทย์ (Medical Tourism) และนักท่องเที่ยวเชิงการแพทย์ (Medical Tourists) 2. ผลกระทบต่ออัตรากำลังบุคลากรทางการแพทย์และอัตราค่ารักษาพยาบาล 3. ผลกระทบจากโลกาภิวัตน์และกระบวนการทำให้เป็นสินค้า 4. มาตรฐานคุณภาพโรงพยาบาล 5. ผลกระทบด้านการแพร่กระจายปัญหาการแพร่กระจายของเชื้อดื้อยา และโรคติดต่อที่ระบาดครั้งใหญ่ ซึ่งประเด็นเหล่านี้เป็นสิ่งสำคัญ ในอีกมุมหนึ่ง การท่องเที่ยวเชิงการแพทย์มีส่วนที่ทำให้การรักษาพยาบาลในยุคปัจจุบันเปรียบเสมือนเป็นสินค้าชนิดหนึ่งที่รองรับนักท่องเที่ยวต่างชาติและกลุ่มคนที่มีฐานะด้านการเงิน เรื่องนี้จึงมีความซับซ้อนและต้องทำความเข้าใจจากหลายแง่มุม และจำเป็นอย่างยิ่งที่ควรจะมีการศึกษาพิจารณาจากแง่มุมที่ไม่ได้มีการพูดถึงมากนัก ทั้งในเรื่องของคำนิยามและความหมายของการท่องเที่ยวเชิงการแพทย์และนักท่องเที่ยวเชิงการแพทย์ ปรากฏการณ์โลกาภิวัตน์ตามกระแสเสรีนิยมใหม่ซึ่งทำให้เรื่องการท่องเที่ยวเชิงการแพทย์โยงใยได้กับข้อถกเถียงเรื่องความเป็นธรรมทางสังคมที่เกิดขึ้นจากการส่งเสริมธุรกิจและอุตสาหกรรมนี้ การทำความเข้าใจที่ชัดเจนขึ้นจะนำไปสู่การสร้างแนวทางการเสริมความเป็นธรรมด้านสุขภาพและการกระจายผลประโยชน์ให้สังคมโดยรวมได้ต่อไป

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาบทบาทด้านสาธารณสงเคราะห์ของพระสงฆ์ในบริบทของพุทธศาสนาเพื่อสังคม 2) ศึกษาการดำเนินกิจกรรมสาธารณสงเคราะห์วิถีพุทธของพระสังฆาธิการและภาคีเครือข่ายภายใต้กรอบที่มหาเถรสมาคมกำหนดไว้ 4 รูปแบบ คือ สงเคราะห์ เกื้อกูล พัฒนา บูรณาการ และ 3) เพื่อเสนอแนะแนวทางการทำงานสาธารณสงเคราะห์วิถีพุทธในอนาคตของคณะสงฆ์ไทย โดยกำหนดขอบเขตการวิจัย 3 ส่วน คือ 1) ขอบเขตเชิงเนื้อหา กิจกรรมสาธารณสงเคราะห์วิถีพุทธ 4 รูปแบบ ตามที่กล่าวในข้อ 2 จากพระสงฆ์ไทยในอดีตและปัจจุบัน 2) ขอบเขตเชิงพื้นที่ เพื่อศึกษาความเหมือน ความต่างและปัจจัยที่ส่งผลต่อการดำเนินกิจกรรม วัดที่กำหนดเป็นพื้นที่ศึกษา ได้แก่ (1) วัดห้วยหมู จังหวัดราชบุรี (2) วัดม่วงตารศ จังหวัดนครปฐม (3) วัดญาณเวศกวัน จังหวัดนครปฐม และ (4) วัดสวนแก้ว จังหวัดนนทบุรี 3) ขอบเขตเชิงประชากร กลุ่มเป้าหมายหลักจาก 4 วัดที่ได้กำหนดไว้ในขอบเขตเชิงพื้นที่ รูปแบบการวิจัยใช้วิธีการวิจัยภาคสนาม ประกอบด้วยการเก็บรวบรวมข้อมูลจากการวิเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้องเพื่อสรุปองค์ความรู้และแนวคิดการทำงานสาธารณสงเคราะห์วิถีพุทธ บทบาทสังคหธุระและพุทธศาสนาเพื่อสังคม เครื่องมือการวิจัยภาคสนามประกอบด้วยแบบบันทึกการสังเกตแบบมีส่วนร่วมและแบบสัมภาษณ์แบบมีโครงสร้าง การวิเคราะห์ข้อมูลใช้การวิเคราะห์เชิงเนื้อหาโดยอิงกรอบแนวคิดทฤษฎีที่กำหนดไว้ในการศึกษาเพื่อสร้างข้อสรุปแบบอุปนัย สรุปผลการศึกษา พบว่า 1) การดำเนินกิจกรรมสาธารณสงเคราะห์ใน 4 พื้นที่เป้าหมายการศึกษา มีแนวทางที่สอดคล้องตามกรอบการดำเนินงานที่ฝ่ายสาธารณสงเคราะห์ของมหาเถรสมาคมได้กำหนดไว้ซึ่งมีความโดดเด่นต่างกันไป 2) การดำเนินกิจกรรมสาธารณสงเคราะห์ของพระครูจันทสีลากร พระครูโกวิทสุตสาร และพระราชธรรมนิเทศ เป็นแนวทางที่สอดคล้องไปตามแนวคิดสังคหธุระ 3)การดำเนินกิจกรรมสาธารณสงเคราะห์ของกลุ่มอาสาคิลานธรรม เป็นแนวทางที่สอดคล้องไปตามแนวคิดพุทธศาสนาเพื่อสังคม 4) การดำเนินกิจกรรมของวัดห้วยหมู วัดม่วงตารศ และวัดสวนแก้ว ยังขาดการพัฒนาสังฆพัฒนาทายาท การพัฒนาองค์ความรู้ และการพัฒนาภาคีเครือข่าย ดังนั้นกิจกรรมต่าง ๆ จึงตั้งอยู่บนความเสี่ยงด้านความยั่งยืน 5)การดำเนินกิจกรรมของกลุ่มอาสาคิลานธรรมดำเนินไปอย่างมีระบบ มีหลักการที่ชัดเจน ผู้เข้าร่วมกิจกรรมต้องผ่านการอบรมและการสั่งสมประสบการณ์ จึงเป็นแนวทางที่มุ่งไปสู่ความยั่งยืน 6) การดำเนินกิจกรรมสาธารณสงเคราะห์ของสงฆ์จะยั่งยืนได้ต้องมีการพัฒนาความรู้ความเข้าใจในการการสาธารณสงเคราะห์ การพัฒนาศาสนทายาทและการพัฒนาภาคีเครือข่าย 7) การดำเนินกิจกรรมสาธารณสงเคราะห์ที่ได้ประสิทธิผล ผู้ทำกิจกรรมควรมีคุณลักษณะของจิตอาสา

After the 2016 fiscal year, the University of Arkansas Retirement Plan instituted mandatory contributions for full-time employees, presumably to boost retirement savings among those least prepared for retirement. Mandatory contributions began at 1% in fiscal-year 2017 and increased annually to 5% in fiscal-year 2022. This change may have harmed employees with tight budget constraints who wish to contribute less than the minimum contribution rate. At the same time, it may have helped those who were saving less than their optimal amount due to behavioral biases. การศึกษานี้มีวัตถุประสงค์เพื่อถอดบทเรียนการใช้หญ้าแฝกแก้ปัญหาดินดานเพื่อทำการเกษตร และเสนอแนวทางในการรณรงค์ส่งเสริมการใช้หญ้าแฝกแก้ปัญหาดินดานเพื่อทำการเกษตร ดำเนินการศึกษาโดยใช้เทคนิคการวิจัยเชิงคุณภาพ (Qualitative research) ด้วยวิธีการสัมภาษณ์เชิงลึก (In-depth Interview) เป็นเครื่องมือในการศึกษาและรวบรวมข้อมูล พิจารณาคัดเลือกกลุ่มตัวอย่างด้วยวิธีการสุ่มแบบเจาะจง (Purposive random) จากผู้ให้ข้อมูลสำคัญ (Key Informants) 3 กลุ่ม ได้แก่ 1) กลุ่มหน่วยงานภาครัฐที่ขับเคลื่อนการใช้หญ้าแฝก คือ เจ้าหน้าที่จากศูนย์ศึกษาการพัฒนาห้วยทรายอันเนื่องมาจากพระราชดำริ 3 ท่าน และเจ้าหน้าที่จากสถานีพัฒนาที่ดินเพชรบุรี 1 ท่าน 2) กลุ่มภาคีเครือข่ายที่เกี่ยวข้อง คือ เครือข่ายคนรักษ์แฝก 3 ท่าน และ 3) กลุ่มอาชีพเกษตร ในพื้นที่หมู่บ้านเป้าหมายในการขยายผลและถ่ายทอดเทคโนโลยี 8 ท่าน วิเคราะห์ข้อมูลในรูปแบบการวิเคราะห์เชิงเนื้อหา (content analysis) และการตีความ (interpretation) ตามกรอบการวิจัยเชิงย้อนรอย (Expost facto research) โดยวิเคราะห์ตามกรอบแนวคิดทฤษฎีการเปลี่ยนแปลง (Theory of change) ในลักษณะการพรรณนา ผลการศึกษาพบว่า การที่กลุ่มเกษตรกรมีการใช้ประโยชน์จากหญ้าแฝกแก้ปัญหาดินดานเพื่อทำการเกษตรที่ประสบผลสำเร็จ จุดเริ่มต้นมาจากการมีบทบาทผู้นำ (Actors) ในการขับเคลื่อนที่ชัดเจน กล่าวคือ ศูนย์ศึกษาการพัฒนาห้วยทรายฯ สถานีพัฒนาที่ดินเพชรบุรี และภาคีเครือข่ายคนรักษ์แฝก สร้างความร่วมมือกันในลักษณะเครือข่ายเพื่อกำหนดกลยุทธ์การดำเนินงาน (Activity) ที่เน้นหนักในด้านการสนับสนุน (Input) ปัจจัยที่เกี่ยวข้องให้กับกลุ่มเกษตรกรอย่างต่อเนื่อง คือ 1) กลยุทธ์การถ่ายทอดองค์ความรู้ด้านการใช้หญ้าแฝกแก้ปัญหาดินดาน 2) กลยุทธ์การแจกจ่ายพันธุ์กล้าหญ้าแฝก 3) กลยุทธ์การติดตามประเมินผล และ 4) กลยุทธ์การบริหารจัดการ ซึ่งบทบาทผู้นำ (Actors) และกลยุทธ์การดำเนินงาน (Activity) เปรียบเสมือนตัวแปรสำคัญที่สามารถสร้างความเชื่อมโยงและความร่วมมือระหว่างกลุ่มเกษตรกร ส่งผลให้เกิดการรวมกลุ่มของเกษตรและนำหญ้าแฝกไปใช้แก้ปัญหาดินดานในพื้นที่ เกิดผลการเปลี่ยนแปลงภายหลังจากการใช้หญ้าแฝกใน 3 มิติ คือ 1) ในแง่ของ Output คือ ดินดานลดน้อยลง พืชให้ผลผลิตเพิ่มขึ้น 2) ในแง่ของ Outcome คือ กลุ่มเกษตรกรยอมรับหญ้าแฝก ปรับเปลี่ยนวิธีการทำเกษตรที่คำนึงถึงการอนุรักษ์ทรัพยากรดินตามกรอบเป้าหมายการพัฒนาที่ยั่งยืน (SDGs) …

The air traffic controllers' job is one of the most hectic in today’s world, predominantly due to its safety-critical operations and altering expectations. The primary purpose of this paper is to provide a holistic directory of determinants and synthesized reinforcements for air traffic controllers' job satisfaction. The current study tries to understand the prospective of students about librarian leadership approach during their time spent in university main library. In this regard librarian transformational leadership attributes (Articulating Vision, Individualized consideration, Group Goal, Idealized Influence) as well as transactional approach (Contingent Reward, Contingent Punishment) was assessed through the students response based on age, gender differences and their background from three different campuses. This article examines how cultural contexts influence the demonstration of resilient behaviors of women senior managers in large organizations. We compare the experiences of Malaysian and Australian women overcoming key challenges and obstacles in their career journeys by engaging in the resilience strategies of network leveraging, learning, and adaptability. Our findings reveal the unique, complex, and contextual nature of career resilience, and show how resilience can be demonstrated, often differently, across culture and context.
