Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

If you’re a leader in a community that has met with disaster and must be rebuilt, this guide is for you. It’s intended to show how communities—big or small—can incorporate green principles and technologies like energy efficiency and renewable energy into their rebuilding plans. The information in this guide is based on the real-life experiences of two U.S. Department of Energy (DOE) teams. One team worked with city leaders in New Orleans, Louisiana, after hurricanes Katrina and Rita in 2005, and the other assisted community leaders in Greensburg, Kansas, after a devastating tornado in 2007. Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. LID manages stormwater runoff through ecological engineering technologies. The conversion of farmland near cities to other human uses is a global trend that challenges our long-term capacity to provide food, fiber, and ecosystem services to a growing world population. If current trends continue in the United States, the population will reach 450 million by the year 2050. At the same time, an accelerating change in land use will reduce today’s two acres per person of farmland to less than one acre per person. This is scarcely enough to produce food for our domestic population, without any food available for export – even assuming advances in technology. We need …

Mansfield Ct: Planning A New Village Center, Maggie Jones, Richard Barringer

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

Guiding Growth: A Survey Of Tax Incentives, New England Environmental Finance Center, Muskie School Of Public Service
Legislation
Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

Loss of prime farmland is a serious concern in the United States and around the globe. With rapid urban population increases, the activities and perceived needs of concentrated groups of people result in the swallowing of some of the most fertile lands in this country. Today we have just under 2 acres of productive farmland per person in the United States. Given the current population growth rate due to births and immigration, plus the present rate of farmland loss, World Watch Institute estimates that we will have about 0.6 acres or one-third as much farmland available per person by 2055--a …
