"Thou Shalt Not Put A Stumbling Block Before The Blind": The Americans With Disabilities Act And Public Transit For The Disabled, Michael E Lewyn

The Americans with Disabilities Act (ADA) ordered local governments to make bus and train systems more accessible to the disabled. The ADA imposed costly requirements upon local public transit systems but did not give local governments funds with which to satisfy this mandate. By reducing the funds available to transit systems, the ADA has sometimes forced cutbacks in transit service for everyone (including, ironically, the disabled to the extent that disabled people were able to use public transit before the ADA's enactment). Thus, the ADA has occasionally been counterproductive.

The purpose of this study was to assist the town of Holden in assessing further development potential along a 1.6 mile stretch of Main Street. Holden’s History is similar to many small New England towns, as it has evolved into a suburb in the post WWII period. The socioeconomic analysis shows a growing community where a large proportion of the residents are professionals and financially well off. There is a strong sense of community and the citizens are concerned about the future of their town.

The focus of this studio project was the potential development of a professional research park in Amherst, Massachusetts. The project consisted of two distinct phases: data collection and analysis of physical conditions of the site, and data collection and analysis for the purpose of creating design guidelines that could be applied to future development at the site and to other research parks in town. It is getting harder and harder for people working in urbanized areas to find affordable housing near their workplace. As new urbanized office and industrial areas expand and the cost of housing increases, employees are finding themselves having to commute longer distances between work and home. This results in traffic congestion, increased pollution and decreased employee satisfaction. Some companies are finding that the lack of locally available and affordable housing is making it harder to recruit and retain employees.

The intent of my thesis is an investigation that will exist on two primary levels. The first level is an investigation of urban design and will deal with the development of a city within the city using a multi-programatic complex, as the vehicle. The second level is an investigation of a modern transformation of an existing typology using the primary piece of the complex, the railroad station, as the vehicle and will deal with attempting to re-establish the station and the idea or memory of travel and arrival as an important event within the fabric of the city.
