Managing Household Hazardous Waste, W. David Conn

Many household products contain hazardous chemicals. When discarded, these products become household hazardous waste, which poses a potential threat to human health and the environment. Planners may be called upon to assist local government officials, who increasingly are coming under pressure to implement special HHW programs, especially collection day events. However, there has been little systematic examination of the actual risks created by HHW, or of the full costs, benefits, and liabilities associated with collection days and other programs. This article synthesizes the current literature on HHW and identifies directions for needed research.

This is the final report on Phase 1 of this project, conducted between March and October, 1988, under Cooperative Agreement No. 814921. It addresses the issue of environmental risk communication under Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA). That act calls for the creation in each state of Local Emergency Planning Committees (LEPCs) which are to include representatives of local government; police, fire, hospital and other emergency response and public health agencies; facilities likely to use hazardous materials covered by SARA; community groups and the media. Planners use methods borrowed from many disciplines. These are usually modified and adapted to meet planner's needs to acquire and sift through many diverse information sources helpful in dealing with complex problems. The quantitative methods which planners use are well known, well established in practice, and acknowledged by most as tools of the planners' trade. In contrast to this, most planners also use qualitative methods but these are rarely explicitly acknowledged. The focus of everyday life in Sugao revolves around farming. Village activity changes with the agricultural season and farm tasks are the rotating pivot around which village society is organized. The agricultural cycle has traditionally been geared, in the Sugao farmer's mind, to the moon and the astrological sign (of which there are twenty-seven in the Hindu calendar) in dominance at the time. In practice, cultivation tasks have become associated with phases of the Hindu lunar calendar which give the farmer guidance when to do what in his fields. The technology of producing methane gas from cow-dung and other wastes and using it as fuel for various, purposes has received considerable attention in India during the last decade. In the light of the growing energy shortage that the country faces gobar gas is being cited as having great potential for answering the energy needs of rural areas. In this climate it is relevant to explore the desirability of gobar gas technology from the village perspective since, after all, it is the farmer in' the countryside who, ultimately decides whether or not to invest in a gobar gas plant.

Concern over problems of resource depletion, environmental damage, and the ever-increasing costs of disposing of solid wastes has led to a search for new approaches to managing these wastes. One way of reducing the rate at which the wastes are first generated might be to extend the lifetimes of durable products. To assist policymakers in understanding how the lifetimes are determined, an exploratory study has examined factors influencing consumers' decisions to dispose of certain small electrical appliances. Factors Affecting Product Lifetime: A Study In Support Of Policy Development For Waste Reduction, W. David Conn

An exploratory study has been examined factors affecting the lifetimes of selected small electrical appliances, to assist in the development of policies to extend these lifetimes (for the purposes of conserving resources, protecting the environment, and reducing the costs of solid waste management). The study included (i) a consumer survey, (ii) in-depth interviews with manufacturers, and (iii) a limited investigation of second-hand markets. Tentative findings are that physical durability appears to be a key factor affecting the lifetime of a few of the products examined (particularly those that malfunction after less than three years' use) while the lifetimes of other …

The published research plans of the US Environmental Protection Agency (EPA) and the US Energy Research and Development Administration (ERDA) have each been criticized by the Office of Technology Assessment for focusing largely on the development of technological “hardware” and giving little attention to socioeconomic research (broadly defined). This paper first examines socioeconomic research areas that EPA might be expected to cover and shows that its plans for doing so are inadequate. The paper then identifies gaps in ERDA's coverage of socioeconomic research that remain unfilled even in the agency's updated plan. Several reasons for this neglect of socioeconomic research …

The Resource Conservation and Recovery Act of 1976, which emphasizes resource recovery as a goal, provides for states or regional authorities to prepare comprehensive solid waste management plans. A review of the experience in California, where solid waste planning has been required since 1972, shows that communities have generally hesitated to include resource recover in their plans; this seems to be due largely to technological uncertainties, to the existence of economic and institutional biases against recovery, and to the lack of financial assistance for planning and implementation. Completed landfills can provide the base for parks and other beneficial land uses, thus serving to recycle waste products into new forms. However, the conversion is not trouble-free. This paper examines some of the uses to which completed landfills have been put as well as the problems which have been encountered to date, and suggests actions which planners and solid waste managers can take to mitigate some of these problems in the future. Information is based largely on experiences in Los Angeles County, California, where landfilling has been both practised and studied over an extended period.

This article examines one important component of the problem of implementing the federal government's Clean Air policy, namely, the difficulty of quantifying the relationship between emissions to the atmosphere and ambient air quality. Short-, middle-, and long-term control strategies are discussed with an emphasis on the information needed for their effective assessment and implementation. The requirement thus identified is compared with the information provided by air pollution models; it is shown that at their present stage of development, even the most sophisticated diffusion models are of limited usefulness in implementing current air pollution legislation. Some members of the industrial marketing profession may not realize that their efforts in creating new markets and facilitating communication between producers and consumers are grist to the mill of economic theory. One example is that observed market prices are very often taken as measures of social value in benefit/cost analyses which purport to balance economic and social benefits against economic and social disbenefits.
