New Zealand, or Aotearoa to the native Maori, is a small island nation of 4 million people and 47 million sheep, located across the Tasman Sea from Australia. The home of the Kiwi (an endangered bird, a popular fruit, and the friendly people) is about the size of Colorado, although the shape of the north and south islands would approximate the elongated length of California.

Much of New Zealand would remind us of Oregon and the Sierras with their majestic Southern Alps. Overall, New Zealand reminds me of California during the 1950’s, before urban sprawl kicked in with a vengeance. …

Getting to work, keeping appointments, and taking advantage of employment support services require suitable transportation. Many low-income Californians do not own cars and, outside of large metropolitan areas, public transit services are often sparse or non-existent, making it difficult for jobless individuals to make the transition from welfare-to-work. The challenges are especially great for those trying to get from central-city residences to suburban jobs, so-called reverse commuters, since public transportation services have traditionally been aligned in the opposite direction. This case study of the Mumbai-Pune Expressway points out that delivery of infrastructure like road and highways, especially mega projects, totally through the private sector is currently difficult. In the absence of such private sector capacity to take on this responsibility, the role has been creatively shouldered by the Maharashtra government by forming and supporting a road development corporation - carved out of its public works department in its primary mission, the building of essential projects in a timely fashion. The Modern Movement ideals of transformation and progress coincided with the national spirit and zeitgeist of the 1930s Estado Novo in Brazil. Despite a persistent conflict between distinct urbanist views a progressive approach of urbanism became eventually predominant. Its strong impact on urbanist manifestations reached its climax with the construction of Brasilia. This paper explores some negative aspects of the modern legacy in Brazilian urbanism, but by acknowledging that Modern Movement ideals helped to establish a great sense of social consciousness and promoted a common aim, also the creation of a particular identity is recognized. A Quantitative Method For Estimating Probable Public Costs Of Hurricanes, Michael R. Boswell, Robert E. Deyle, Richard A. Smith, E. Jay Baker

A method is presented for estimating probable public costs resulting from damage caused by hurricanes, measured as local government expenditures approved for reimbursement under the Stafford Act Section 406 Public Assistance Program. The method employs a multivariate model developed through multiple regression analysis of an array of independent variables that measure meteorological, socioeconomic, and physical conditions related to the landfall of hurricanes within a local government jurisdiction. From the regression analysis we chose a log–log (base 10) model that explains 74% of the variance in the expenditure data using population and wind speed as predictors. This paper derives from feasibility studies for a proposed Bus Division of the Mass Transit Administration (MTA) to serve northeastern Baltimore. The study objective was to determine the comparative savings or additional costs between using existing versus new locations. The focus of the analysis was non-revenue operating costs which are affected by location because of vehicle deadhead travel, associated operator travel and other operator travel for relief purposes.

Housing Needs In New Suburbs Of Indian Metropolii: Case Study Of Kothrud, Pune, Hemalata C. Dandekar, Sashikant B. Sawant

This article, a survey of three localities in a rapidly expanding suburb of Pune, differentiated classwise, illustrates the segmented utilisation of livelihood opportunities, services and facilities by the residents of the region. More importantly, the article attributes the suburb's robust growth to its timeliness in meeting the emerging housing needs of the upwardly mobile middle class living in the heart of the Pune city and also suggests, that its relatively low infrastructural cost may be an incentive attracting the retired members of middle class households of Mumbai.

Research and experience have shown that it can be difficult to get citizens to pay attention to risk messages and preparedness information in the absence of an actual emergency. As the use computerized systems that alert the public to hazards by automatically ringing their home phones increases, we thought it important to ask if tests of these “call down” systems can also be used to convey preemergency information. This paper concerns the first large-scale urban-design project in Brazil to deal with preservation and revitalization in the inner city. In protecting the cultural heritage while still encouraging new construction, the project has been successful in setting a new methodology for development control and in reinforcing the traditional character of a large area of downtown Rio de Janeiro. Within the framework of an overall design-review process, the project has made use of special land-use regulations, design guidelines, participatory and educational programs, and substantial tax deductions. Title III of the Superfund Amendments and Reauthorization Act of 1986 seeks to reduce the risks of chemical accidents through a strategy of indirect regulation that relies on providing the public with information about chemical hazards. For this strategy to be effective, citizens must aggressively utilize the information provided to monitor industrial practices and press for risk reduction. Imageability of places, cities and countries is strongly influenced by tourist and political portraits in the media. As human cognition relies on inferential perception and contrasting categories, marketing strategies exploit partial truths and conflicting city images to direct public perceptions. This article addresses the relationship between international perception, image building and urban design in the case of Brazil and the cities of Rio de Janeiro and Curitiba. Their contrasting images as exploited by the international media expose only partial truths. In fact, these images represent complementary development contradictions that co-exist in any major city today.

Title III of the Superfund Amendments and Reauthorization Act of 1986 requires that planning and emergency response agencies be able to communicate with the public in nonemergency situations in order to help citizens understand the risks they face from hazardous materials and to secure citizen participation in designing responses to chemical emergencies. Both research and reports from the field indicate that, with notable exceptions, most Local Emergency Planning Committees created for this purpose are making little or no effort at proactive communication. Practitioners have long stressed the need to teach professional commumcations skills to planning students. This paper describes ten years of experience in teaching a course in which communications skills and techniques of gathering and analyzing information are taught concurrently while investigating a problem of importance in the community. The course involves an ongoing collaboration, a "marriage of convenience," between an academic and a planner, casting city/county planning staff as clients for students This has proven useful for pedagogy and has had some positive impact on the community.
