Title III of the Superfund Amendments and Reauthorization Act of 1986 requires that planning and emergency response agencies be able to communicate with the public in nonemergency situations in order to help citizens understand the risks they face from hazardous materials and to secure citizen participation in designing responses to chemical emergencies. Both research and reports from the field indicate that, with notable exceptions, most Local Emergency Planning Committees created for this purpose are making little or no effort at proactive communication. City and Regional Planning

Practitioners have long stressed the need to teach professional commumcations skills to planning students. This paper describes ten years of experience in teaching a course in which communications skills and techniques of gathering and analyzing information are taught concurrently while investigating a problem of importance in the community. The course involves an ongoing collaboration, a "marriage of convenience," between an academic and a planner, casting city/county planning staff as clients for students This has proven useful for pedagogy and has had some positive impact on the community.

It is not only the depiction of an image in the architect's mind, but also, more importanlly, drawing, either the act or the product, can contribute to design as a physical counterpart to architectural imagination. The report presents a planning strategy for protecting Waterford, an historic community located in Loudoun County, Virginia. The Waterford Historic District, including the village and surrounding farmland, was designated a National Historic Landmark in 1970. In 1986, the National Park Service determined that Waterford was threatened by proposed new construction on an historic farm almost directly in the center of the Landmark. The report identifies alternative development strategies that would protect the historic integrity of the village landscape. These strategies were intended to be used in negotiations with local landowners, as negotiated but voluntary land conservation strategies.

In recent years, probability-based load-and-resistance-factor-design (LRFD) method has been successfully applied to the design of hot-rolled steel sections and cold-formed steel members in the United States and foreign countries. In order to develop the LRFD criteria for the design of cold-formed stainless steel structural members and connections, a research project was conducted at the University of Missouri-Rolla since 1986 under the sponsorship of the American Society of Civil Engineers (ASCE). This newly developed LRFD Specification with Commentary has been adopted by ASCE as a new standard in 1990. It supersedes the 1974 edition of the Specification for the Design of …
