A Comparison Of Policy Responses: Four Crisis Economies, John Hogan
Conference papers
This article examines the impact of economic crises on macroeconomic policies in the United States (US), Mexico, Ireland, and Sweden at the start of the 1980s, framed within the context of the policy change literature. These countries are selected for examination as they encompass presidential, parliamentary, republican, constitutional monarchical, federal and unitary systems of governance. Two are European states and two are from the Americas: two are large economies while two are small.

A State Within A State: The Case Of Chechnya, Hanna Zimnitskaya

After the USSR's dissolution, Russia struggled to reassert its Great Power status by enhancing its internal might and territorial cohesion. Futile military campaigns against the rebellious Chechen people pushed the Kremlin to strike a bargain with an unorthodox warlord: Ramzan Kadyrov, who was to become a faithful ally, while in return Chechnya received an unprecedented level of autonomy. This thesis examines the dynamics of Kadyrov's ascent to power, specifically the Islamization of public space and the monopolization of Chechen security forces, and concludes that, in the long run, the unwavering consolidation of his rule menaces Russia's re-emerging 'greatness'.

Theorizing American Freedom (Reviewing Aziz Rana, The Two Faces Of American Freedom (2010)), Anthony O'Rourke
Book Reviews
This is a review essay of The Two Faces of American Freedom, by Aziz Rana. The book presents a new and provocative account of the relationship between ideas of freedom and the constitutional structure of American power. Through the nineteenth century, Rana argues, America’s constitutional structure was shaped by a racially exclusionary, yet economically robust, concept that he calls “settler freedom.” Drawing on the burgeoning interdisciplinary field of settler colonial studies, as well as on the vast historical literature on civic republicanism, Rana contends that the concept of settler freedom necessitated a constitutional framework that enabled rapid territorial expansion and …

An Examination Of The Varying Role Of The United Nations In The Civil Wars Of Rwanda And El Salvador, Vanessa Jaramillo-Cano
Honors College Theses
The purpose of this work is to examine the efforts of the United Nations in the Post-Cold War era with special emphasis on peacekeeping missions. A comparative study of recent United Nations peacekeeping operations will be completed to identify the variables that encourage or discourage international (UN) involvement in cases of civil conflict. For the purpose of this work, civil conflict will be narrowly defined as a domestic conflict with two major armed groups (ie: civil wars). Two countries will be studied to explore the nature of the respective conflicts, the transitional methods used by the peacekeeping mission to return …

The Effects Of Political Institutions On Public Budgeting, Andrew Burnos
Political Science Theses and Capstones
Economics around the globe has been a growing issue of late due to the current economic crisis. This study focuses on political institutional factors that influence spending in a particular country. The variables used in this study include Gross Domestic Product (GDP), Tax Revenue as Percent of GDP, and current account balance to name a few. This research looks at the relationship between proportional representation compared to majoritarian systems as well as presidential compared to parliamentary systems and how these relate to public budgeting. This research updates the analysis of Persson and Tabellini in their book The Economic Effects of …

Paul Gottfried argues (Conservatism in America: Making Sense of the American Right, 2009) that despite claims to a British patrimony going through Edmund Burke, the American Right has no meaningful connection to European Conservatism. Moreover, the attempt to connect American Conservatism with Edmund Burke hides the leftward turn in the American Conservative Movement over the last several decades. But Gottfried’s argument rests on assumptions about the aristocratic foundation of conservatism and neglects the very real Burkean institutional framework in much of American history. While Gottfried is correct to argue that the contemporary American Right is more leftist than …

Direct (Anti-)Democracy, Maxwell L. Stearns
Faculty Scholarship
Legal scholars, economists, and political scientists are divided on whether voter initiatives and legislative referendums tend to produce outcomes that are more (or less) majoritarian, efficient, or solicitous of minority concerns than traditional legislation. Scholars also embrace opposing views on which law-making mechanism better promotes citizen engagement, registers preference intensities, encourages compromise, and prevents outcomes masking cycling voter preferences. Despite these disagreements, commentators generally assume that the voting mechanism itself renders plebiscites more democratic than legislative lawmaking. This assumption is mistaken.
Although it might seem unimaginable that a lawmaking process that directly engages voters possesses fundamentally antidemocratic features, this Article …

Politics And Heidegger: Aristotle, Superman, And Žižek, Babette Babich
Articles and Chapters in Academic Book Collections
This essay discusses Heidegger's thinking on the political and technology in the context of metaphysics in an age that is increasingly directed to both technology and the imaginary or the virtual. The context of Aristotelian phronesis is traced back to Aristotle's youth in Macedonia and the circumstance of war and world conquest, to the allure of a comic book character (that would be the Action Comic's figure of Superman) and the cinematic seduction of a pair of eyeglasses to conclude with a review of Latour's network actants and Žižek on Marxism (and Occupy Wall Street).
Phenomenological Theories Of Crime,

Phenomenological Theories Of Crime, Peter K. Manning, Michael W. Raphael
Graduate Student Publications and Research
The distinctive aspect of phenomenological theories of crime is that they are based upon a stated epistemology: how things are known and a specific ontology—the nature of social reality. This specificity aligns itself with neo-Kantian concern with forms of knowing, interpretation, and meaning, as well as with 20th-century concern with perception, cognition, and the framing of events. While there are influences of phenomenological thinking on varieties of theorizing, such as symbolic interactionism, critical theory, queer theory, and gender-based theories of crime, these ideas are refractions and are inconsistent in their reference to and understanding of the foundational phenomenological works. The Structural Injustice Of Forced Migration And The Failings Of Normative Theory, David Ingram
Philosophy: Faculty Publications and Other Works
I propose to criticize two strands of argument - contractarian and utilitarian – that liberals have put forth in defense of economic coercion, based on the notion of justifiable paternalism. To illustrate my argument, I appeal to the example of forced labor migration, driven by the exigencies of market forces. In particular, I argue that the forced migration of a special subset of unemployed workers lacking other means of subsistence (economic refugees) cannot be redeemed paternalistically as freedom or welfare enhancing in the long run. I further argue that contractarian and utilitarian approaches are normatively incapable of appreciating this fact …

Idealism And Actualization. Saint-Just In Theory, Practice, And Exigency, Craig R. Schamel
CGU Theses & Dissertations
Louis-Antoine Léon de Saint-Just (1767-1794) was a revolutionary, a statesman, and a political philosopher, yet it is largely only as a revolutionary that he is remembered. As a political person who occupied these three different but overlapping roles, Saint-Just is ideal as the subject and center of a study of actualization, the taking of political ideals into reality. Saint-Just’s political philosophy was that of an idealist, and yet he, by force of circumstance, ability, and audacity, had the opportunity in his short life to attempt to establish and put into practice his political ideals. In his work as a political …

This article contrasts the national and local political knowledge of a random sample of 993 Philadelphians with the aim of enhancing the scholarly understanding of citizen competence. Empirical study of citizen competence extends back more than fifty years, but the survey data that have been brought to bear upon the topic are almost exclusively focused on national-level politics. Consequently, sweeping conclusions about the competence of the American public rest upon a narrow foundation. The comparisons in this article depict a slew of differences in the distribution of knowledge across national and local politics, many of which challenge established notions of …

One Tough Nut: The Development Of Legislative Structure And Procedure In The Constitution Of The Buckeye State, Nancy Martorano Miller, Ronald D. Hedlund

American state legislatures have evolved dramatically throughout their history. In particular, the structures, rules and procedures governing the operations legislatures have changed significantly over the course of the 20th and 21st Centuries. The purpose of this paper is to present a theoretical framework for studying the development and evolution of American state legislatures. We then apply that framework to the case of constitutional provisions impacting the legislative branch in Ohio and conclude that the initial decision to invest significant authority in the legislative branch significantly impacted the evolution of legislative evolution and development in the state.

Retributivists thus face a difficult challenge. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium. I shall take the second route here by arguing that recidivism itself is a kind of criminal offense. In developing this argument, I shall rely on Youngjae Lee's insightful analysis of "recidivism as omission." I shall complement his analysis, however, by grounding it in a conception of criminal …

Informed by the works of Marx and his progeny (Lukács, Gramsci, Althusser) as well as more recent marxian scholarship, the purpose of this paper is to explore the role of ideology and propaganda in the production and circulation of commodities and in the informalization of the contemporary workplace, particularly in the context of the promotional economy, politics, and culture of the United States. The heightened functions of media and communication technologies mark the pinnacle expression of late capitalism—the production, reproduction and colonization of the sphere of consciousness as a necessary condition for the maintenance of the corporate state as it …
