In this paper, I review select developments in the last one hundred years of Jewish, Christian, and Islamic pilgrimage to sites found today in Israel and the Occupied Territories. I argue that only by viewing the pilgrimages under analysis as dissipative systems, is one able to explain historical change in this most turbulent of contexts. When combined with an understanding of pilgrimage as social action, this approach enables historians of religions to account for not only the restructuring of pilgrimages over time but also to understand dynamics surrounding ritual birth and death. Furthermore, the political strategies of traditionalists and revivalists …

I am delighted to be invited to speak at this gathering, even though I am unfamiliar with many of the subjects to be discussed. The organizer of these meetings in Sarajevo suggested “Christianity and Islam: An Islamic Perspective” as the title for my talk. I have chosen another. Regardless of the title, I must admit that this is a difficult subject for me to address, as if I were standing at the foot of a mountain range of which the peaks are now lost in clouds silhouetted against a blue sky. Besides, what is Islam these days if not what …

A book by Rusmir Mahmutćehajić is always an event. His books are normally relatively short and always make a clear argument, albeit an argument many are unwilling to hear. For those with eyes to see and ears to hear, he goes straight to the heart of the matter—and his theme is always the same—how to live a good life and how to be a good person, under the troubling conditions of modernity. His answer is also consistent—it is by the embrace of plurality and difference in the service of this one goal, the ethically good life, an embrace that is …

In this article, we examine a model of terrorism that focuses on the tradeoffs facing a terrorist organization that has two qualitatively different attack modes at its disposal. The terrorist organization's objective is to successfully attack at least one target. Success for the target government is defined as defending all targets from any and all attacks. In this context, we examine how terrorist entities strategically utilize an efficient but discrete attack technology e.g., suicide attacks when a more conventional mode of attack is available, and the optimal anti-terrorism measures.

Social Movements And Free Riders: Examining Resource Mobilization Theory Through The Bolivian Water War, J.P. Weismuller
The Macalester Review
Mancur Olson's free rider problem suggests that self-interested individuals would be more rational to abstain from rather than participate in collective action. This possibility is particularly problematic for social movement theories attempting to account for movement emergence. In this essay, I critique resource mobilization theory's solution to Olson's problem, arguing that its "elite support hypothesis" cannot account for the emergence of entirely grassroots movements. However, through an analysis of the Bolivian Water War, I ultimately suggest that resource mobilization theory can be salvaged. I claim that a distinction between "vertical" and "horizontal" organizations allows resource mobilization theory to maintain its …

Georgia Journal of Public Policy
Scholars of state and local politics have long faced the problem of data availability. The crux of the problem is consistent and reliable measures that are amenable analysis over time or across states. The problem with data on the state or local level is one of information retrieval. Such tasks are especially laborious, and are necessarily focused on a small part of a much broader system of policy dynamics. The lack of a systematic framework for data collection or analysis makes projects that focus on a time span of longer than a few years or more than a handful of …

This is the second volume of the annual Georgia Journal of Public Policy, and as the editor I would like to use these introductory comments to discuss three things. First, I am happy to report on how the journal’s first issue performed in terms of readership. Second, I will introduce a new section of the journal that features undergraduate student research on policy in Georgia. Finally, I will discuss future plans for the journal.

The Role Of Informal Politics In Environmental Governance In East Uluguru Mountains In Tanzania, Christopher Mahonge
Journal of Humanities and Social Sciences
Informal politics exercises a significant influence on formal decision making arrangements although its interplay with formal arrangements has conventionally been ignored. This study investigates how informal politics affects the operationalisation of a formally sanctioned initiative in the sphere of environmental governance. Nyachilo village, situated in the East Uluguru Mountains, was the site of the fieldwork of this study. The establishment of participatory environmental management in this village, through village environmental management committees, aimed at bringing a balance between the twin objectives of environmental conservation and development. However, the two-year experience in the implementation of this community-based environmental management approach has …

Robert Gooding-Williams’s In The Shadow of Du Bois: Afro Modern Political Thought In America offers several contributions to political theory and African American philosophy and politics.1 His conception of “Afro-Modern Politics” sharpens our understanding of the history and tradition of African American political thought, and his analyses of W.E.B. Du Bois’s The Souls of Blacks Folks and Frederick Douglass’s My Bondage and My Freedom adds to and challenges various debates about their politics and legacies.2 Gooding-Williams applies the insights from his comparative analysis of Du Bois and Douglass to distinguish a conception of politics as rule from a conception of …

Over the past decade, the Arctic region has received increased attention from climate scientists, politicians, and transnational corporations. Human-induced climate change is causing glaciers to recede, resulting in new northern sea passages that are highly sought after by businesses and governments alike. Deeply affected by this increased northern exposure are Arctic Fourth World nations – politically and culturally distinct nations encapsulated by states – that have lived in the Arctic for millennia. This paper examines the impacts that expanded northern sea routes are having on Arctic Fourth World nations and the conflict mitigation approaches being used in the region. Research …

In the last four years I have had a number of opportunities to write about democracy in the United States and around the world. In this four year period there have been major democratic movements in North Africa, the Middle East, the United States, and elsewhere. Whether or not these democratic growths can remain is an important political and philosophical question that needs addressing. So it is only fitting that I dedicate my Honors Project to collecting my previous work on democracy in my philosophy …

Professionalism’s dual role as an independent and dependent variable makes the impact of its institutional characteristics on legislator attitudes and behavior important to understand. Professionalism affects the behavior and attitudes of the same legislators who control the strength of its characteristics through the policies they create. In this two-part study, I measure the influence of personal and contextual factors on legislator attitudes towards the adequacy of legislative professionalism in state legislatures. I then identify the effects of legislative professionalism on legislator allocation of time. I find that political (party) and personal (ambition) factors play the primary roles in shaping how …

“Election? What Election?” The 2011 Princeton Review rankings selected the University of Rhode Island in this category as one of the 20 most apathetic colleges in the country. When I asked students on URI’s campus why they did not engage in activism, the most common answer was they felt they lacked the knowledge and skills to be effective. I wanted to create a community of youth activists at URI and other colleges and high schools throughout Rhode Island who feel empowered to take action on …

Social media has been predicted as a tool to change the democratic process and turn around the substantial decline in political participation that has occurred among American citizens in the most recent years. Yet, since it is still relatively young and unharnessed, many argue that any effect that social media can have on civic engagement cannot be determined yet. This thesis explores and discusses how the emergence of social media as a campaign tool could effect traditional forms of civic engagement as well as produce new forms.
In the 2008 election, social media was capitalized by the presidential campaign of …

Determinants Of Tax Effort: A Cross Country Analysis, Mark Alan Mccoon

This paper analyzes the determinants of tax effort. Tax effort is defined as the aggregate tax level of a country divided by its Gross Domestic Product. A country‘s tax effort is an expression of the tax burden the government imposes on the economy. One of the most fundamental issues confronting a society is the size of the governmental sector. How large should the government be relative to the size of the economy? The nations of the world have crafted many different answers to that question as evidenced by the fact that tax effort and the size of government sectors varies …

Though creating identity and belongingness under the sovereign requires an enclosure by boundaries, the very act of drawing boundaries imposes inevitable challenges. The limitations of the Westphalian system based on territorial boundaries are becoming more tangible with transnational flows threatening individual’s sense of belonging and the state’s exercise of sovereignty. Global citizenship is suggested as a possible “solution” transcending these arbitrarily drawn boundaries. Nonetheless, my political theological examination concludes that global citizenship is yet another translation of the human beings’ old wish for belonging to, protection from, and unity under a “god,” albeit with new boundaries that differentiate us from …

This paper sets itself upon analyzing the Iraq War of 2003 through the lens of modern Just War Theory. We will begin with a curt summary of Iraq’s history, focusing particularly on its determinedly odious leader, Saddam Hussein. Thereon, we will be analyzing a pro-war security argument, the aim of which is to assess the threat of Hussein’s weaponry ambitions and what that threat meant to the world. Next, we will be going over the tenets of Just War Theory itself, tracing its history from Rome to the modern doorstep, and applying the security argument to its dictum. Afterwards, we …
