Peace and Conflict Studies (PCS) has experienced substantial growth over the past 70 years. However, some have recently argued that the field has calcified in problematic ways; producing professionalized graduates, restricted perspectives, and standardized techniques that limit its ability to respond to different challenges, and particularly within divergent cultures and contexts. These concerns have found expression in the growth of the “critical peace” literature over the past decade, which has noted the diversity of conflict-affected societies, the lack of “local ownership” of peace practice, and the need for locally grounded tools for evaluating that practice. The Serviceman’s Readjustment Act of 1944 represented unprecedented investment in social services which uplifted veterans into the middle class. As observers hail the G.I. Bill for its provisions for supposed deserving Americans, popular memories of the G.I. Bill emphasize its imagination of modern veterans’ support and race-neutral policy, while ignoring its shortcomings. The G.I. Bill presents a departure from the New Deal and ushers in a conservative era of creating social programs, while still maintaining the status quo.

Journal of African Conflicts and Peace Studies
The number of conflicts and deaths in Africa is rooted in the complex constructions and conjectures of Africa’s political economies, weak institutions, social identities, and cultural ecologies, as configured by specific local, national, regional, and historical experiences. Using real-time data of violent and nonviolent events in Africa, this paper analyzes the most significant indicators. The paper finds that Gross Domestic Product, corruption, state legitimacy, ethnic fractionalization, political effectiveness, and polity are significant in modeling the likelihood of political instability. National security has been a preserve of the State to the detriment of the welfare of the masses. Human security on the other hand incorporates the basic security elements that are globally recognized and touch on the daily lives of the masses. When studying local state building this article addresses the questions how does state led conflict mitigation in post conflict Rwanda work? How is it experienced by the citizens in terms of participation, accountability and local state legitimacy? Theoretically, the study engages with literature on state-building, state society relations and local conflict mitigation. More than ten years after the financial crisis of 2008, which sparked America’s Great Recession, many citizens are still asking why no high-level bank executives were prosecuted for criminal fraud. Less than 5 percent of those displaced by war and persecution receive permanent sanctuary. This is because the states tasked with protecting them are wary of the “burdens” that they pose, framing them as threats to national economies, budgets, and public safety. Consequently, states seek to share these burdens with other states in order to minimize their own international protection obligations. While the modern norm of “burden-sharing” has existed since at least the mid-twentieth century, it is vague and, therefore, permissive of a wide range of state behavior. April 07, 1994, will forever remain in the history of Rwanda, as it commemorates the beginning of the Rwandan genocide. In 100 days, an estimated 800,000 people, who were overwhelmingly Tutsi, lost their lives at the hand of their neighbors, friends, and families. Although the genocide occurred 26 years ago, there is still much debate surrounding the cause of this tragedy. Two strikes in New York at the beginning of the massive 1945-46 strike wave—one by elevator operators in commercial buildings and another by dock workers throughout the Port of New York—can help us better understand a moment when workers exhibited a profound sense of themselves as a class, while their rivals in the shop, the corporate boardroom, and the halls of power fought vigorously to dispel the notion that workers divided by geography, industry, race, nationality, and gender were right to see their fates as intertwined.
