งานวิจัยชิ้นนี้ เป็นการสำรวจความสัมพันธ์แบบอุปถัมภ์ (clientelism) ภายใต้ระบอบ คสช. (ปี พ.ศ. 2557-2562) เป็นการศึกษาเครือข่ายที่ไม่เป็นทางการ ระหว่างตัวแสดงต่าง ๆ ทางการเมือง โดยใช้กรอบความสัมพันธ์แบบอุปถัมภ์กับระบอบการเมือง คำถามหลักของงานวิจัยนี้วางไว้ในระดับรัฐกับประชาชน เพื่อดูว่าเครือข่ายระหว่างผู้มีอำนาจรัฐกับประชาชน และเครือข่ายระหว่างนักการเมืองกับประชาชนนั้นได้ถูกเปลี่ยนแปลงไปอย่างไรในระบอบ คสช. ความสัมพันธ์ในด้านนี้ ไม่ได้เป็นเพียงเครื่องมือทางการเมืองในการระดมคะแนนเสียงเท่านั้น แต่มันคือตัวกำหนดแบบแผนความสัมพันธ์ของตัวแสดงต่าง ๆ ทางการเมือง กำหนดความเป็นองค์กรของพรรคการเมือง และแบบแผนการปฏิบัติที่ส่งผลต่อพลวัตทางการเมือง ผู้วิจัยได้ใช้ข้อมูลจากเอกสาร การสัมภาษณ์เชิงลึก และการสังเกตการณ์ในพื้นที่จังหวัดต่าง ๆ พบว่าภายใต้ระบอบนี้ได้ใช้ความสัมพันธ์แบบอุปถัมภ์ในหลากหลายรูปแบบ เพื่อทำลายความสัมพันธ์ระหว่างนักการเมืองกับประชาชน และพรรคการเมือง ซึ่งเป็นความสัมพันธ์เชิงสถาบันที่สำคัญอันหนึ่ง การเมืองเช่นนี้ส่งผลให้เกิดการกลับคืนสู่การเมืองแบบเก่าที่ใช้ความสัมพันธ์ระหว่างตัวบุคคลและการพึ่งพาระบบราชการ อันทำให้การพัฒนาประชาธิปไตยเกิดขึ้นได้ยากยิ่งขึ้น

การวิจัยครั้งนี้มุ่งศึกษาการพัฒนาระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัย ใช้รูปแบบของการวิจัยเชิงคุณภาพ ได้แก่ การสัมภาษณ์เชิงลึกกับผู้มีส่วนได้ส่วนเสียในระบบนิเวศผู้ประกอบการสังคมทั้งในเชิงนโยบายและในเชิงปฏิบัติ และปัจจัยแวดล้อมเกื้อหนุน ผลการวิจัยพบว่าระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยไทย คือการเชื่อมโยงกันของห่วงโซ่ทางคุณค่าที่มีความสลับซับซ้อนเช่นเดียวกันกับระบบนิเวศทางธรรมชาติ เชื่อมโยงความสัมพันธ์ระหว่างปัจจัยต่าง ๆ ที่มีหน้าที่แตกต่างกันแต่มีการพึ่งพาอาศัยกันเป็นเรื่องสำคัญ โดยองค์ประกอบและปัจจัยเกื้อหนุนต่าง ๆ จำเป็นจะต้องมีควบคู่กันไปอย่างสมดุล ได้แก่ การบูรณาการประเด็นการประกอบการทางสังคมเข้าสู่การเรียนการสอนในมหาวิทยาลัย การสร้างงานวิจัยเพื่อส่งเสริมความเป็นผู้ประกอบการสังคม การสร้างเครือข่ายวิจัยเป็นกลไกเชื่อมต่อการสร้างผลกระทบทางสังคมผ่านกลุ่มผู้ประกอบการสังคม การให้คำปรึกษาและระบบพี่เลี้ยง การเชื่อมต่อความช่วยเหลือจากภาครัฐและภาคเอกชน การเข้าถึงแหล่งเงินทุนสนับสนุน และการสร้างพื้นที่การทำงานร่วมกันสำหรับส่งเสริมความเป็นผู้ประกอบการสังคม และองค์ประกอบหลักที่เป็นหัวใจของระบบนิเวศที่เอื้อต่อการส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยไทย คือทรัพยากรบุคคลในฐานะผู้ขับเคลื่อน ผู้ให้กำเนิด และผลักดันส่งเสริมความเป็นผู้ประกอบการสังคมในมหาวิทยาลัยให้ประสบความสำเร็จ

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ทบทวนบริบทและแนวคิดระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยที่มีในประเทศไทยและต่างประเทศ 2) ศึกษาการบริหารจัดการของระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยของประเทศไทยในเหตุการณ์อุทกภัยจากอิทธิพลพายุโซนร้อนปาบึกในพื้นที่จังหวัดนครศรีธรรมราช 3) ข้อเสนอแนะเชิงนโยบายต่อการเสริมสมรรถนะกลไกเชิงสถาบันของระบบเตือนภัยล่วงหน้าสำหรับอุทกภัยของประเทศไทยในพื้นที่จังหวัดนครศรีธรรมราช โดยใช้วิธีการวิจัยแบบผสมผสาน ซึ่งมีการใช้เครื่องมือการวิเคราะห์เครือข่ายทางสังคมและการสัมภาษณ์เชิงลึก วิธีเชิงปริมาณโดยใช้แบบสอบถาม ผลจากการวิเคราะห์ข้อมูล พบว่า 1) ประเทศไทยมีหน่วยงานที่มีอำนาจหน้าที่ตามกฎหมายเพื่อดำเนินการด้านการเตือนภัยจำนวนมาก แต่มีการดำเนินการเตือนภัยที่สอดคล้องกับมาตรฐานสากลโดยเฉพาะในหน่วยงานระดับส่วนกลาง 2) ภาพรวมของเครือข่ายการเตือนภัยล่วงหน้าอยู่ในลักษณะการผสมผสานระหว่างเครือข่ายตารางแบบบางส่วนกับเครือข่ายที่เข้าถึงได้หลายช่องทางที่ไม่สมบูรณ์ บ่งชี้ว่า 2.1) เครือข่ายขาดการกำหนดบทบาทหน้าที่และทิศทางอย่างเป็นทางการจึงทำให้สมาชิกในเครือข่ายมีปฏิสัมพันธ์กันในระดับต่ำ 2.2) สมาชิกในเครือข่ายไม่มีการดำเนินกิจกรรมด้านการเตือนภัยล่วงหน้าเป็นการเฉพาะพอที่จะก่อให้เกิดการปฏิสัมพันธ์ระหว่างกัน ส่งผลให้เครือข่ายขาดความเหนียวแน่น และ 2.3) เครือข่ายในระดับท้องถิ่นขาดการเชื่อมโยงกับกลไกการเตือนภัยล่วงหน้าอย่างเป็นระบบ 3) เสนอให้มีการกำหนดให้มียุทธศาสตร์การเตือนภัยล่วงหน้าเป็นการเฉพาะที่กำหนดความสัมพันธ์เชิงอำนาจอย่างเป็นทางการของหน่วยงานต่าง ๆ ให้สอดคล้องกัน ตลอดจนกำหนดกลไกการติดตาม การประเมินผล และการพิจารณางบประมาณด้านการเตือนภัยที่มีเอกภาพทั้งประเทศ ตลอดจนกำหนดกลไกและการเตรียมพร้อมด้านการเตือนภัยในระดับพื้นที่อย่างเป็นรูปธรรมในแผนการจัดการภัยพิบัติท้องถิ่น และจัดให้มือคู่มือมาตรฐานปฏิบัติการด้านการเตือนภัย

Neoliberalism has been a persistent concern for policymakers, scholars, and the general public in Latin America due to its negative effects on women. This paper examines the relationship between neoliberal economic policies and gender equality from the 1970s to 2003 in the region. I use a mixed-methods approach to test the two major competing theories from the literature that discuss women’s status under neoliberal reform. I find that neoliberal economic policies did not improve the status of women but reduced gender disparity. Neoliberalism led to the worsening of men’s status, which caused the status of women to seem better. Overall, …

As part of the Quinquennial Reflections Following the 1992 "LA Riots" Study and in observance of the 5th (1997), 10th (2002), 15th (2007), 20th (2012), 25th (2017), and 30th (2022) anniversaries, the Center for the Study of Los Angeles conducted surveys of residents in the city of Los Angeles. These surveys document the trends in residents’ attitudes toward race relations in the city post-1992. In each survey between 600–1,600 randomly selected and ethnically represented residents answered questions offered in multiple languages. In line with popular criticisms of Congressional pork barrel spending, I find that that individual representatives do wield significant influence in securing government contracts for their districts. Using federal contract data organized at the congressional district level from FY 2001 – FY 2021, I estimate how individual members of the House of Representatives affect funding outcomes. My identification strategy leverages changes in contract funding that occur during exogenous vacancies occurring in the middle of a term. By comparing contract funding outcomes during vacant quarters to non-vacant quarters, I estimate the amount of individual influence exercised by representatives.

As climate change continues to ravage the world, mitigation efforts continue to be insufficient to rise to the challenge. Inaction on climate change has been traditionally explained by economic incentives, but some of the variability in climate policies cannot be explained by economics alone. This study investigates the transformation of social capital over time, using the example of a small New England town: Kensington, New Hampshire. National social capital assessments indicate a substantial decline in social capital since the post-WW2 era. Kensington does not follow this extreme decline in social capital, with a significant rise during the 90s and into the early 2000s. Additionally, Kensington has high levels of social capital when compared to New Hampshire residents overall. Survey findings point to strong trust, yet weak social infrastructure in Kensington.
