This dissertation offers an adaptation of the relative political capacity (RPC) research framework to domestic American politics, enabling a quantitative examination of the relative performance of state governments during the COVID-19 pandemic. Theoretically, I examine the notion that more politically capable states will be more effective in their efforts to mitigate mortality rates, and hypothesize that, in the United States, such a relationship is conditional upon the party identification of state leadership. The premise is tested by applying a series of multiplicative interaction models to a unique dataset spanning the first two years of the pandemic. Results confirm that measures …

The impact of corruption is an increasingly important and visible topic for academics, policy makers, and the public. Yet corruption is exceptionally difficult to directly observe and empirical measurements of corruption remain highly contested. Despite the increasing availability of corruption measures and generally high correlations between them, scholars and practitioners disagree over their applicability, interpretation, and the validity of their methods. Police unions have garnered the attention of the media and some scholars in recent years. That attention has often focused on exploring the seemingly inexplicable and routine power police unions have to shield problem officers from accountability. This Article shows that police union power did not surreptitiously arrive on the doorsteps of American cities. Instead, collective bargaining rights for law enforcement began to gain firm footing during the 1960s as white Americans remained committed to preserving their place in the nation’s racial hierarchy as it related to housing, jobs, education, and entertainment. This applied research project examines the perceptions, goals, and challenges Latinx small business owners face when participating in daily business activities and attempting to access resources. Through nine in-depth interviews with business owners in Berwyn, Illinois, and personal observations and professional discussions, this capstone identifies critical barriers, such as: language, “missing links” to resources, exclusionary marketing practices, and weak connections to financial institutions and governmental entities. In response, this study offers recommendations to economic development organizations, chambers of commerce, city governments, and business communities. After a public consultation in 2018, Singapore implemented standardized tobacco packaging as part of its portfolio of tobacco control policies in 2020, in compliance with Article 11 guidelines for implementing the World Health Organization Framework Convention on Tobacco Control. This study analyzed policy actors in opposition to standardized packaging in Singapore and their submissions to the public consultation. Policy actors were profiled, and their arguments were then coded and compared across submissions. Descriptive results were then summarized in a narrative synthesis. In total, 79 submissions were considered for final analysis that opposed plain packaging in Singapore. Thematic analysis shows that …

Looking at the political thought of Abraham Lincoln, two major themes arise: slavery and racial equality. Development of his thought on these subjects spanned his entire life and is revealed through his speeches, public statements, and written works. With the sheer amount of thought that Lincoln dedicated to these subjects, it can be difficult to decipher where he truly stood on these issues. To come to a more concrete understanding of Lincoln’s thought regarding these subjects, this article offers multiple interpretations of each of these themes. Unregulated state cyberattacks are an urgent threat to international peace and security because of the costs they impose and the devastating effects they can create. However, international norms governing state cyberattacks (international cybersecurity norms) have not yet emerged. The lack of meaningful consequences for state cyberattacks, and the high rewards derived from them, incentivize states to engage in this new form of hostile conduct (cyberconflict). Detaining asylum seekers has become an established practice in many countries. There is a large body of research suggesting that immigration detention causes asylum seekers harm. Despite an increase in interstate conflict, including manipulation of information and civil populations by state actors in gray zone campaigns, the study of resistance has concentrated on intrastate conflict. A detailed literature review of resistance was conducted, revealing researchable gaps in understanding of the topic, including: the resistance movements from a security studies and interstate conflict perspective, the resistance as a form of interstate conflict from the perspective of Russian and Chinese security leaders, and the integrated deterrence options in gray zone campaigns as a strategy of international conflict prevention.

In an increasingly diverse media landscape, how much of the ideological trends seen in current news reporting affect coverage of the U.S. Supreme Court? This work examines two different aspects of the Court's activities, their decisions and the confirmation hearings of Court nominees, analyzing what factors, if any, lead to differences in coverage language. Finally, through the use of a survey experiment, I analyze whether these differences in language, in combination with positive symbolic imagery, affect attitudes toward the institution. It is well established that the federal judiciary has been an overwhelmingly White and male institution since its creation and continues to be so today. Even as presidents of both parties have looked to diversify their judicial nominees, this has tended to result in the appointment of White women and men of color rather than women of color.
