อินเดียเผชิญกับความท้าทายเกี่ยวกับปัญหาการก่อการร้ายข้ามพรมแดนจากปากีสถาน ความท้าทายดังกล่าวสั่นคลอนความมั่นคงแห่งชาติของอินเดีย และเสถียรภาพภายในภูมิภาค เอเชียใต้ ประวัติศาสตร์ของความท้าทายนี้เกิดขึ้นตั้งแต่ปี ค.ศ. 1947 เมื่ออนุทวีปอินเดีย แบ่งแยกออกเป็นสองประเทศ คือ อินเดียกับปากีสถาน ภาวะตึงเครียดระหว่างทั้งสองทำให้มี กลุ่มก่อการร้ายข้ามพรมแดนเข้ามาโจมตีอินเดีย การกระทำของกลุ่มก่อการร้ายดังกล่าวรวมถึง การโจมตีรัฐสภาอินเดียในปี ค.ศ. 2001 และการโจมตีนครมุมไบในปี ค.ศ. 2008 การโจมตีจาก กลุ่มก่อการร้ายเหล่านี้ทำให้อินเดียต้องปรับวิถีด้านความมั่นคง โดยเฉพาะการเสริมสร้าง ขีดความสามารถการจัดการปัญหาการก่อการร้าย การพัฒนาขีดความสามารถด้านข่าวกรอง การพัฒนาความสามารถทางการทหาร การพัฒนาการรักษาความมั่นคงชายแดน และการเปิดปฏิบัติการโจมตีฐานที่มั่นของกลุ่มก่อการร้ายสำคัญ นอกจากนี้ ยังปรากฏอย่างชัดเจนด้วยว่า อินเดียใช้เวทีระหว่างประเทศในการจัดการเครือข่ายกลุ่มก่อการร้ายดังกล่าว โดยพยายาม สร้างพันธมิตรกับประเทศต่าง ๆ เช่น สหรัฐอเมริกา และใช้กรอบความร่วมมือระหว่างประเทศ ทั้งระดับทวิภาคีและพหุภาคี ตัวอย่างที่ชัดเจนอันเป็นผลมาจากความร่วมมือระหว่างประเทศ เพื่อจัดการการก่อการร้ายข้ามพรมแดนข้างต้น คือ การแบ่งปันข้อมูลข่าวกรอง การฝึกร่วม ทางการทหาร และการต่อต้านการสนับสนุนทางการเงินแก่การก่อการร้าย ความพยายามทั้งหมด ที่กล่าวมา สะท้อนให้เห็นว่า นอกจากการก่อการร้ายลักษณะดังกล่าวจะมีความซับซ้อนแล้ว ยังจำเป็นต้องพึ่งพาความร่วมมือกับนานาประเทศ เพื่อให้อินเดียตอบโต้กลุ่มก่อการร้าย ข้ามพรมแดนจากปากีสถานได้อย่างมีประสิทธิผล

สารนิพนธ์นี้มุ่งศึกษาถึงบทบาทของกรมความร่วมมือระหว่างประเทศในการส่งเสริมการดำเนินงานด้านการทูตเพื่อการพัฒนา ซึ่งสะท้อนให้เห็นถึงความเปลี่ยนแปลงทางยุทธศาสตร์ด้านการต่างประเทศในยุคโลภาภิวัตน์ ผ่านเครื่องมือสำคัญอย่าง การทูตเพื่อการพัฒนา (Development Diplomacy) ที่จะนำมาใช้ในการดำเนินความสัมพันธ์ทางการทูตผ่านรูปแบบการทูตสาธารณะ (Public Diplomacy) เพื่อเสริมสร้างความร่วมมือระหว่างภาครัฐ ภาคเอกชน และภาคประชาชน ซึ่งจะช่วยสร้างภาพลักษณ์และส่งเสริมความสัมพันธ์ระหว่างประเทศของไทย และสนับสนุนการบรรลุเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals : SDGs) ขององค์การสหประชาชาติ สารนิพนธ์ฉบับนี้จะอธิบายถึงความสำคัญเพื่อสร้างความเข้าใจของหลักการดำเนินงานด้านการทูตเพื่อการพัฒนาของกรมความร่วมมือระหว่างประเทศ ที่เริ่มต้นจากการเป็นประเทศรับความช่วยเหลือ (Recipient Country)ผ่านหน่วยงานอย่างกรมวิเทศสหการ จนสามารถปรับเปลี่ยนบริบทตนเองมาสู่การเป็นประเทศผู้ให้ความช่วยเหลือ (Donor Country) และยกระดับตนเองผ่านการนำประสบการณ์และความเชี่ยวชาญที่มีของประเทศไทยส่งเสริมให้มีบทบาทในเวทีนานาชาติโดยการให้ความช่วยเหลือแก่ประเทศต่างๆ ผ่านรูปแบบความร่วมมือแบบ ใต้-ใต้ (South – South Cooperation) โดยมุ่งเน้นที่กลุ่มประเทศเพื่อนบ้านอย่าง CLMV และขยายขอบเขตความร่วมมือออกไปยังประเทศอื่นๆในภูมิภาค ตลอดจนการนำองค์ความรู้ที่เป็น Home Growth Approach ของไทยอย่างการนำหลักปรัชญาของเศรษฐกิจพอเพียงในการส่งเสริมการบรรลุเป้าหมายการพัฒนาที่ยั่งยืนขององค์การสหประชาชาติ (SEP for SDGs)

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาการจัดการผู้หนีภัยการสู้รบชาวเมียนมาของกองทัพบกในห้วงระหว่างปี ค.ศ.1998 ถึง 2019 ในการศึกษาครั้งนี้ มุ่งศึกษาและวิเคราะห์นโยบายของผู้หนีภัยการสู้รบภายใต้ความตึงเครียดระหว่างการให้ความคุ้มครองผู้หนีภัยการสู้รบชาวเมียนมาตามหลักสิทธิมนุษยชนกับการรักษาความมั่นคงและผลประโยชน์แห่งชาติ โดยพิจารณาในมุมมองของกองทัพบกไทยซึ่งทำหน้าที่ควบคุมดูแล จัดระเบียบ รักษาความปลอดภัย ให้ความช่วยเหลือขั้นพื้นฐาน ตลอดจนประสานความร่วมมือทุกภาคส่วนที่เกี่ยวข้องกับการดำเนินการต่อผู้หนีภัยการสู้รบชาวเมียนมา เพื่อทำความเข้าใจถึงการเปลี่ยนแปลงในนโยบายและแนวทางการบริหารจัดการในห้วงระหว่างปี ค.ศ.1998 ถึง 2019 โดยวิเคราะห์ข้อมูลจากปัจจัยต่าง ๆ ที่ส่งผลต่อความสามารถในการจัดการผู้หนีภัยการสู้รบชาวเมียนมาของกองทัพบก ตลอดจนวิเคราะห์ผลกระทบ และข้อเสนอแนะเชิงนโยบายเพื่อแก้ปัญหาอย่างยั่งยืน

Humanitarian aid volunteers encounter a wide range of stressors, from witnessing horrific events and human suffering to facing organizational challenges and threats to their personal safety. These experiences can have significant and lasting impacts on their mental and emotional well-being. The study sought to ascertain whether introducing democracy has adversely impacted Indigenous cultural practices in Ghana or whether the path to democracy has enhanced, shaped, or strengthened aspects of the country’s Indigenous culture. Institutionalising parliamentary opposition ensures political pluralism, and an opposition needs constitutional protections to enable it to demand accountability and seek scrutiny over the executive. How did the Constituent Assembly of India envision the idea of parliamentary opposition? Did it take the issue seriously? Or, overshadowed by the burgeoning dominance of the Congress Party, was it apprehensive about providing constitutional space for the opposition? A response to recent cultural trends of radicalization, extremism, and violence in American society, this dissertation, a novel rendered in ephemeral fragments of oral histories, interrogates the romanticist postures that compel a community of musical artists, the so-called “Folk Revival Revival,” toward infamy and tragedy. Where more traditional sociological approaches to cultic formations stress the importance of centralized charismatic authority, and more traditional psychological approaches rely upon a conspiratorial Cold War ethos of cognitive bias and coercive control (i.e. “brainwashing”), this project meets such assumptions with incredulity, asserting instead that cultic and conspiratorial entrancement awakens first from within, and may …

This thesis examines the linguistic accessibility of voting from multiple perspectives through the analysis of federal and state level electoral legislation in conjunction with language access services available in Iowa and Michigan. It compares a variety of influences on Spanishspeaking participation in elections and the linguistic accessibility of voting in the two states. Independent, online microcelebrity influencers are increasingly many people’s source of news. A popular group of these influencers, called the Alternative Influence Network (AIN) has come under scrutiny in recent years for collaborating with radical, far-right political actors to advance particular viewpoints (Lewis, 2018). While those within the AIN claim these outputs represent their freedom of speech, some researchers have voiced concern around the possibility of these influencers proliferating or even popularizing radical political ideals. Hate and violent extremism persist in communities, online environments, and societies across the globe. In addition to their most violent expressions, including hate crimes, extremist and terrorist violence, these phenomena wield severe negative, detrimental, traumatic, and intergenerational impacts. Grounded in evidenced-based policy, comprehensive prevention and intervention efforts, as well as the transfer of knowledge across scientific disciplines, a whole-of-society approach is fundamental to prevent and counter hatred, violence, and extremism. This dissertation conceptualizes peacebuilding in Afghanistan (2001-2021) as facilitation of sociocultural transformation of the country towards accepting the international norms important for sustainable peace, such as democracy, human rights, and gender equality. Hence, peacebuilding was highly normative and required enormous changes promoted by key peacebuilding actors to transform Afghan politics, society, and culture from a traditional society marked by fragmentation and radicalization to one that embraced these values.

Does the partisan composition of three-judge panels affect how earlier opinions are treated and thus how the law develops? Using a novel data set of Shepard's treatments for all cases decided in the U.S. courts of appeals from 1974 to 2017, we investigate three different versions of this question. First, are panels composed of three Democratic (Republican) appointees more likely to follow opinions decided by panels of three Democratic (Republican) appointees than are panels composed of three Republican (Democratic) appointees? My dissertation is a collection of three essays that assess the nature of government attention in young democracies. Theories of the policy process focus on policy dynamics in Western democracies with little application to non-Western democracies. This dissertation bridges this gap by studying policy dynamics in the neopatrimonial democracies of Ghana and South Africa. The dissertation sheds light on how the unique features of young democracies (centralization, clientelism, and powerful executives) shape government attention, responsiveness to public opinion, and the importance of elections in policy change. This study discusses the origins and development of the South China Sea dispute. It briefly analyzes the overlapping maritime claims, their justifications and legal aspects, and key clashes between the actors across the second half of the 20th century. It uses a historical perspective to assess the present-day conflict. The study discusses the impact of international agreements, national policies, claimants' domestic factors, and external influences connected to the geopolitical situation of the period to determine how they influenced the dispute.
