This Capstone project examines how Bay Area municipal governments, specifically the City and County of San Francisco, Alameda County, San Mateo County, and Santa Clara County, are adopting and governing predictive litigation technologies, and what these practices reveal about the possibilities and limitations of data justice in advancing racial equity, transparency, and public accountability. The Effect Of Partisan Group-Based Emotions On Immigration Attitudes, Samantha Michelle Wiener

This dissertation utilized a cognitive appraisal theory of emotion perspective to study the role of partisan group-based emotion in immigration attitude formation to better understand partisan immigration attitudes and preferences in the United States. Across one correlational and two experimental studies, this research showed that partisan group-based emotions predicted immigration attitudes significantly distinctly than do individual-level emotions. The first and third papers showed that group-based emotions predicted immigration attitudes. The second highlighted the role that individual-level empathy plays in immigration preferences. Taken together, to more fully understand how Americans form attitudes towards immigrants and immigration, researchers must account for both …

Mandatory diversity, equity, and inclusion (DEI) training is a common element institutional DEI initiatives in their response to dismantling racial inequity in government organizations; yet, the lived experiences of racially marginalized participants remain critically underexamined—particularly in government settings, where the bureaucratic structures implementing these trainings are themselves racialized. This research was conducted during one of the most politically hostile environments for DEI work in recent memory. Federal executive actions in 2025, specifically the “Bondi memo,” directed entities subject to federal antidiscrimination laws to cease DEI practices, creating immediate chilling effects that directly impacted this study and reminded us that the …

Summary: The territorial conflict over the Sahara is one of the most enduring territorial disputes in international relations, involving issues of sovereignty, self-determination, and regional stability. In this context, Morocco’s 2007 Autonomy Plan is presented as a negotiated framework of self-government under Moroccan sovereignty.

This article analyzes the evolution and consolidation of the Autonomy Plan using a conceptual approach based on self-determination, territorial governance, and conflict resolution theories. This dissertation argues that the ideology of Ruscism is incompatible with biblical Christianity on the basis of God’s design for the individual, the family, and the country. Indeed, the extent of incompatibility between these two worldviews renders any attempt to syncretize them a significant departure from biblical Christianity. This thesis examines why the Greek political left, and specifically the SYRIZA government under Prime Minister Alexis Tsipras during the time period from 2015 to 2019, made near-absent reference to the 1922 Asia Minor Catastrophe when addressing the refugee crisis of those years. The Catastrophe, in which approximately 1.3 million Orthodox Greeks were displaced from Anatolia, is the foundational trauma of modern Greek nationhood and a living presence in Greek political culture. This thesis examines aging governance in China, Japan, and South Korea to show how states simultaneously manage aging as a public-health problem and build it into an economic sector through what I term life capitalism.

This thesis evaluates whether the Russo Ukrainian war represents a revolution in military affairs (RMA) by testing Stephen Biddle’s "modern system" theory of battlefield outcomes against recent combat operations. Applying Biddle’s formal model to the 2023 Ukrainian offensive in Zaporizhia, the thesis finds that the offensive's failure conforms closely to Biddle’s causal logic, with force employment variables drawn from 20th century combat sufficient to account for the outcome. Biddle's model in military power argues that force employment has explained victory and defeat since World War I, rather than technology or numerical preponderance alone. On March 19, 2025, a key Turkish opposition political figure was unexpectedly arrested on what were presumed to be politically motivated charges. In response, the lira depreciated sharply. Meanwhile, Türkiye has a large and active dollar stablecoin market. Using a time series dataset of trade-frequency Tether vs. lira trading, I exploit this natural exogenous geopolitical risk-off event to investigate the response function of stablecoin traders active in Türkiye to this shock. I find that the shock is associated with a large (5.33% ) abnormal depreciation of the lira. Further, I show that the shock is associated with an abnormal widening …

I assess how the interaction between leader preferences, regime type, and agent personal motives impacts patterns of sexual violence. I ask, “Why do some government security forces perpetrate sexual violence while others do not?” and “How does the interaction between leader motives and institutions impact victimization patterns?” I found that police corruption was correlated with sexual violence by government security forces, but military corruption was not. My findings indicate the importance of moving beyond a conflict scope and distinguishing between different types of state security actors.
