Economic Crises And Policy Change In The Early 1980s: A Four Country Comparison, John Hogan

This article examines the impact of economic crises on macroeconomic

policies in the United States (US), Mexico, Ireland, and Sweden at the

start of the 1980s, framed within the context of the policy change

literature. These countries are selected for examination as they

encompass presidential, parliamentary, republican, constitutional

monarchical, federal and unitary systems of governance. Two are

European states and two are from the Americas: two are large economies

while two are small.

Each country’s response to the crisis affecting it, tempered by historical

and political factors, provides an insight into that political economy.

These findings enable us compare and …

Public administration as an art is defined in the Ghanaian context regarding decentralization and public officials’ accountability. It examines decentralization, local elections and empowerment. While the paper advocates for regional and district level elections, it uses the literature to argue that local representatives are more accessible to their locals. It questions the current appointment practices by the central government, which has become more partisan than originally intended in the Local Government Act. To affirm the democratic environment of politics in Ghana, it calls for constitutional amendment regarding decentralization and local government elections.

This article seeks to show that liberal law continues to justify and legitimize displacements of minority populations, even in an age of universal human rights. As demonstrated by the Israeli court’s 1988 decision legitimating the deportation of Mubarak Awad, citizenship and immigration laws provide juridical justifications for contemporary ethno-national settler projects. In the aftermath of a territorial conflict that defines or redefines the bounds of the state, racially-marked indigenous populations are vulnerable to being legally recast as “aliens” or “virtual immigrants.” National conflict may thus be transformed by legal formalism into a question of immigration law, allowing the power relations …

This case study was conducted through ethnographic research in which observations were made over the course of one year in one classroom at an international high school. These observations were supplemented by formal interviews with native Spanish speaking students (5), native English speaking students (2), faculty and staff from the same high school. This research proved that native Spanish speaking ELLs are very aware of the importance of learning English as a second language and the advantage they will have in the job market as bilingual graduates. The current economic crisis has indeed had far-reaching consequences beyond the “developed world” where the crisis originated. Yet, significantly, the impact of the crisis on the “developing world” has varied quite considerably. While parts of sub-Saharan Africa may have suffered as a consequence of rising food prices and reduced aid flows, other regions have fared considerably better. It is too early to talk about the decoupling of “frontier markets” (to use investment analyst jargon) from developed markets. Opening speeches seemed to be a roster of who’s – who of contributors towards global poverty with the IMF and WTO leading the pack. As speeches progressed, a disturbing trend developed which romanticized the pre-recessionary period of progress towards MDG achievement and reducing world poverty.

That much more must be done to meet the Millennium Development Goals is evident. The proposals put forth by Douste-Blazy and the new pledges announced at the recent UN MDG Summit are steps in the right direction. More fundamentally, what is required is to recognize that the MDGs are not merely “goals” to aim for, hitting or missing as the case may be. Rather, they are about realizing rights which governments, individually and collectively, have pre-existing legal obligations to uphold and ensure.
