The shifting global geopolitics have led to a new security dilemma in Europe, especially in trans–Atlantic relations. NATO as the vanguard of the trans–Atlantic defense pact is faced with transitional conditions of non-conventional threats that return to conventional threats. There is widespread consensus amongst scholars that sanctions—the deliberate withdrawal of customary trade and financial relations—do not work. Despite this perception, states are deploying sanctions at an increasing rate. This Article explains this paradox by arguing the predominant notion of sanctions’ utility employed by scholars is unduly constrained, narrowly focusing on the ability of such measures to modify the behavior of sanctioned parties while disregarding the alternative benefits this instrument can deliver. The management of the herdsmen-farmers conflict-induced internal displacement in Benue State, Nigeria was characterized by the conflictual approach of the Benue State government and disagreement over displacement data by humanitarian agencies. The study explored the inter-connected relationship among stakeholders within the humanitarian eco-system and its effects on protection measures and durable solutions for the conflict-induced displacement crisis. The qualitative study was conducted among twenty-three adult females and males comprising internally displaced persons (IDPs), and humanitarian workers in the government and non-governmental humanitarian sectors. The complex forces of national identity, economic ambition, and ideological justification created a dynamic and contested landscape that shaped America’s Cold War policies. A carefully curated useful past, bolstered by religious convictions, fostered a belief in American exceptionalism and moral leadership that provided both the impetus and justification for 11 America’s actions abroad. Discussions about artificial intelligence (AI) are gaining prominence in the recent revival of “cold war” narratives comparing US-China relations today to the historical rivalry between the US and the Soviet Union. Drawing on a review of existing academic and policy literature engaging with the “AI cold war” narrative, this paper examines how the narrative is justified, and numerous ways that it can be challenged. It examines how Build-Operate-Transfer (BOT) models, a form of Public-Private Partnerships (PPP), have emerged as viable mechanisms to address the region’s persistent infrastructure deficits. This article offers the first interdisciplinary critique of transparency in international investment law (“IIL”) that draws on transparency-skeptical and accountability scholarship in political science and public administration. Not only has the expansive IIL literature overlooked these disciplines, but much of it fails to define the core concept of transparency. Building on contributions from the fields of administrative law, international relations, and system theory in classic political science, we provide a novel functionalist account of transparency that traces a line from transparency to accountability to influence in the IIL system.
