At the March annual meeting of the Association of Asian Studies, held in Toronto, the association recognized Charlotte Furth with the AAS Award for Distinguished Contributions to Asian Studies. Furth is Professor Emerita of history at the University of Southern California and has written and edited five books, including A Flourishing Yin: Gender in China’s Medical History, 960-1665 (UC Press, 1999). The quality of contemporary democracies hinges on the breadth and depth of the citizenship regimes on which democracy ultimately rests. This article argues that, to assess citizenship, two important dimensions are of crucial interest, namely to what extent formal citizens are able to live and practice substantive citizenship roles and, secondly, how access to citizenship rights is used by different societal groups in order to defend privilege. Having conducted a comparative case study of Portugal and France, I now argue that political elites are contributing to a framing of non-whites as foreigners and immigrants because it serves their purpose and …

This thesis reconstructs the concept of International Non-Governmental Organization (INGO) accountability to beneficiaries through the development of a strategic model for INGO accountability to beneficiaries. It works through the history and arguments surrounding the rise of the debate around whether INGOs should be held accountable to their beneficiary populations. This thesis examines intercultural perceptions between Americans and Mexicans, and the etymology/implications of the term gringo. Whereas most investigations have focused on the Hispanic experience within the United States, this research asks participants to create a cultural casting of the typical gringo. Historical events combined with current academic literature in intercultural communication theory examine these stereotypes and their implications in a rapidly merging, or mutually integrating society, consisting of the United States and Mexico. When faced with an international security crisis, the policymakers of great powers are forced into difficult circumstances in a short period of time. The states that embroil the great powers in these crises force upon those policymakers tough decisions in regards to finding an acceptable resolution to the crisis. The decision making process must be quick, as excessive deliberations could have negative effects on the outcome of the crisis. The growing number of voluntary standards for governing transnational arenas is presenting standards organizations with a problem. While claiming that they are pursuing shared, overarching objectives, at the same time, they are promoting their own respective standards that are increasingly similar. By developing the notion of ‘standards markets,’ this paper examines this tension and studies how different social movement and industry-driven standards organizations compete as well as collaborate over governance in transnational arenas. This paper tests the Obama Effect hypothesis with respect to the Arab world. The paper first presents popular uses of the term and then discusses the thin scholarly literature on the topic. For quantitative data, the paper uses longitudinal data from the Annual Arab Public Opinion Poll from 2004 to 2011, with supplemental data from the Pew Research Center. Furthermore, the paper analyzed data on the Arab Spring in the context of a possible Obama Effect and policy implications for the future of U.S. foreign policy. United Nations (UN) Charter Article 42 authorizes the Security Council to take military action by air, sea or land if non-armed solutions fail to restore international peace and Article 43 states that UN members will keep troops and equipment available for the use of the Security Council. However, Article 43 never went into effect, leaving the UN without an alternative to diplomatic solutions. Canada’s UN representative, Lester Pearson Bowles, proposed instituting peacekeeping missions to address this handicap and Secretary General Dag Hammarskjold established a peacekeeping framework, which included: agreement from the Security Council, agreement by parties involved, readiness of UN …
