The end of hostilities between warring factions in Congo-Brazzaville has marked a decisive moment in the state’s developmental history. Post conflict reconstruction is a foundational component of public policies that restore order within society, igniting the engines of economic development, and in obtaining sustainable peace. In recent years, Africa has experienced a disproportionate share of conflicts compared with other regions; and leads the world in the number of present intrastate conflicts. This project explores the puzzle of religious violence variation. Religious actors initiate conflict at a higher rate than their secular counterparts, last longer, are more deadly, and are less prone to negotiated termination. Yet the legacy of religious peacemakers on the reduction of violence is undeniable. Under what conditions does religion contribute to escalated violence and under what conditions does it contribute to peace?

I argue that more intense everyday practices of group members, or high levels of orthopraxy, create dispositional indivisibilities that make violence a natural alternative to bargaining. Subnational armed groups with members whose practices are exclusive and …

The competing powers of Saudi Arabia and Iran continue to redress and reverse the strategic imbalance and direction of the Middle East’s regional politics. The 1979 Iranian Revolution catapulted these two states into an embittered rivalry. The fall of Saddam Hussein following the 2003 U.S. led invasion, the establishment of a Shi’ite Iraq and the 2011 Arab Uprisings have further inflamed tensions between Saudi Arabia and Iran. This dissertation investigates China’s recent shift in its climate change policy with a refined discourse approach. Methodologically, by adopting a neo-Gramscian notion of hegemony, a generative definition of discourse and an ontological pluralist position, the study constructs a theoretical framework named “discursive hegemony” that identifies the “social forces” for enabling social change and focuses on the role of discursive mechanisms via which the forces operate and produce effects.

In this study, we develop a theoretical model based on an inverse divide-the-dollar game (vis-à-vis the distribution of public “bads”) to explore the propensity of different authoritarian regime types to sustain casualties in interstate conflicts. We argue that the smaller the size of an authoritarian leader’s winning coalition, the easier it is for such leader to distribute the costs of militarized conflicts outside of her/his supporters. In line with our theoretical expectations, we find personalist regimes tend to sustain the highest number of casualties in militarized interstate disputes compared to other autocracies. The 2012 performance of Pussy Riot’s “Punk Prayer” in the Cathedral of Christ the Savior in Moscow, their subsequent release of an extended and edited video, and their ultimate arrest for committing “hooliganism” generated a large amount of interest both within Russia and on an international scale. While Western accounts and analyses were marked by their tendency to frame the political content, Russian responses were framed by references to tradition and history. Community-owned private reserves are emerging around the world as an alternative to government-run resource management and as a way to more directly involve citizens as stewards of their local natural resources. Despite their recent proliferation globally, voluntary efforts by communities to include their land in protected area systems, and the motivations and expectations of their legal recognition remain largely unknown. This thesis examines community-owned private conservation areas in Northern Peru locally known as Áreas de Conservación Privadas (ACPs) which are voluntary and legally recognized by the Peruvian State. Human trafficking poses a threat to national security and undermines global order. Trafficking exploits sovereign borders and undermines state legitimacy by highlighting failures of governance. This thesis seeks to understand policy responses to human trafficking, which are essential to providing resilient national security while upholding human rights.

I conducted a mixed methods analysis to examine three levels of government response to trafficking: domestic, regional/international, and foreign domestic measures. The recent policies of former Iraqi Prime Minister Nouri al-Maliki, combined with the collapse of the Syrian state in 2011, created conditions that led to the rise of the Islamic State of Iraq and Syria, or “ISIS.” As of November 2014, ISIS controls large areas of western and northern Iraq and northern and eastern Syria, an area roughly the size of Belgium. This thesis evaluates the effects of compulsory military service in South Korea on the political behavior of men from a public policy standpoint. I take an institutional point of view on conscription, in that conscription forces the military to accept individuals with minimal screening.
