Can International Criminal Law Deter Rebel Groups? The Case Of Uganda, The Lord's Resistance Army, And The International Criminal Court, Julia Reilly
Department of Political Science: Dissertations, Theses, and Student Research
How does a state’s commitment to international criminal accountability mechanisms affect the tactics of rebel groups fighting against it? I examine the conflict between Uganda and the Lord’s Resistance Army, spanning four phases from 1996 until 2015, and parse out whether Uganda’s stance on the Rome Statute and the International Criminal Court affected the LRA’s propensity to target civilians. I use descriptive statistics of civilian and military casualties and qualitative case studies, drawing largely on newspaper and NGO reports of events in the conflict. I find that the affect of Uganda’s signaling on justice on the LRA’s civilian targeting is …

Truth And Justice? Towards Comprehensive Transitional Justice In Uganda And The Democratic Republic Of Congo, Alicia Weaver
Department of Political Science: Dissertations, Theses, and Student Research
The field of transitional justice currently views retributive and restorative justice as a means of reconciliation dichotomously. With practice becoming increasingly legalistic, the restorative approach is seen as not forcing accountability. This is a mistake. This article will attempt to show that prosecutions and truth and reconciliation commissions can complement one another to attain the most justice for the most people. Using the case studies of Uganda and the Democratic Republic of the Congo, I will examine under what conditions retributive and restorative justice will be used, and how they can be used to promote national reconciliation.

Cross-Cultural Comparison Of Servant Leadership In The United States And Latin America, Ismael Merino
Undergraduate Honors Theses
In this study, the subject matter evaluated is the difference between the United States and Latin America concerning the practice and acceptance of servant leadership. This research compares the practice and the acceptance of servant leadership between the United States of America and Latin America. In order to do this, a cross-cultural comparison was conducted between these two groups. The objective was to find the differences in the leadership styles of these two groups and subsequently analyze the results. The Hofstede’s cultural dimensions were used to be able to compare cultural differences, and understand why these differences appear in the …

The Failure Of Westphalia: A Constructivist Examination Of Western And Middle Eastern Relations, Jayson Warren
Masters Theses
This thesis is not intended to be a dogmatic or pedantic endorsement of any one religion, ethic, or culture. To the contrary, it is the intent of the author to examine a number of competing ideas, philosophies, and belief systems in order to extrapolate their geopolitical implications and to pursue them to their logical (albeit sometimes inevitable) conclusions. Too often, any number of presuppositions at work within a given situation go overlooked and subsequently skew geopolitical analysis and resulting policy decisions. This thesis seeks to transcend mere opinion or speculation and achieve instead a framework of Constructivism for pragmatic comprehension …

“Frames” And Bias: How A Lack Of Context In Middle East News Coverage Can Impact U.S. Foreign Policy, Jennifer Lois Moore
Graduate Theses/Dissertations
This thesis is a critical examination into how American mainstream news media outlets often neglect to incorporate religious, cultural and historical context into their coverage of the Middle East. I show through my research and analysis that the news coverage of the Middle East, even at the highest echelons of American journalism, is often lacking in sophistication in terms of cultural and religious context, sometimes to the point of affecting its fairness and accuracy. The danger of this is that it has the power to grossly simplify and reduce to an “us versus them” frame an entire contingent of the …

International cooperation is essential to support states in building the human resources necessary for maintaining and strengthening nuclear security. As the nation’s only comprehensive nuclear research and development institute, the Japan Atomic Energy Agency (JAEA) has long-standing experience developing and operating nuclear technology in all steps of the fuel cycle. The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was established within the JAEA in December 2010 as Japan’s Center of Excellence for nuclear security. The ISCN provides assistance with capacity building to states throughout Asia and some other regions. The objective of this article is to describe …

Khalifa University Reachback Program Supporting Prevention Of Illicit Nuclear And Radiological Material Smuggling In The United Arab Emirates, Braden Goddard, Alexander A. Solodov, Patrick J. Simmons
International Journal of Nuclear Security
Trafficking of Illicit nuclear or radiological materials is a global threat which can involve and adversely affect any country. Ultimately, it is the responsibility of each state to prevent and combat illicit nuclear trafficking by screening all cargo and travelers entering, exiting, and transiting through its borders. As a part of the national radiation detection infrastructure of the United Arab Emirates (UAE), a reachback program was established at Khalifa University (KU) to provide capabilities for adjudication of radiation alarms at Khalifa Port and other radiation portal monitor (RPM) locations. In addition to the main mission, KU Reachback aims to educate …

A Fortuitous Hegemon: Cold War Presidential Foreign Policies, Benjamin Bowles
Senior Honors Theses
Following the Cold War, the United States attained the pinnacle of global influence; however, new threats and challenges have arisen that possess the potential to unseat America from its position of global dominance. While the United States’ global power has remained unchallenged since the end of the Cold War, threats have formed that take the form of both maverick upstart nations, such as Iran and China, as well as foreign powers that are clamoring to retain the status of their former glory, such as Russia. In plotting the course with which the United States should address these new threats, an …

The University of Tennessee (UT) developed its first formal and coordinated efforts in nuclear security education in 2008-2009 with its graduate certificate program in nuclear security in the Department of Nuclear Engineering. Building on this work, in 2011 UT established the UT Institute for Nuclear Security (INS) as a collaborative center at the university to expand its curricular impact as well as foster research and partnerships with nearby major governmental facilities engaged in nuclear security work. Oak Ridge National Laboratory (ORNL), the Y-12 National Security Complex (Y-12), and Oak Ridge Associated Universities (ORAU) have joined with UT as charter members …

Promoting Excellence And Demonstrated Competence For Nuclear Security Training, Daniel Johnson, Brunelle Battistella, Roger Howsley

The international community has spent considerable time, money, and effort attempting to establish a series of national and regional Centres of Excellence (COEs), also known as Nuclear Security Training and Support Centres (NSSCs). These Centres tend to have a wide variety of objectives, structures, and methods of delivery. Unsurprisingly, no internationally accepted standard exists on how they should operate. The IAEA has produced some excellent guidance (TECDOC 1734), but by virtue of its role cannot provide standards for benchmarking success. Against this backdrop, the World Institute for Nuclear Security (WINS) launched the WINS Academy, an initiative to provide practitioners with …

Nuclear Security Education At Pakistan Institute Of Engineering And Applied Sciences (Pieas): Current Status, Future Prospects And The Lessons Learnt, Tariq Majeed Dr.
International Journal of Nuclear Security
In this paper, the details of nuclear security education at Pakistan Institute of Engineering and Applied Sciences (PIEAS) have been discussed. Nuclear Security education was initiated at PIEAS as a sub-specialty of its MS Nuclear Engineering Program in October 2009. Two courses, Nuclear Security (NE-581) and Physical Protection Systems (NE-582) have been offered on regular basis in the 3rd and 4th semesters. To date, 72 students have been graduated with this sub-specialty. The most important lesson learnt is that introduction of nuclear security related courses in nuclear engineering program has opened up new venues of applications of nuclear …
