This Article examines the war on drugs as persecuted by the United States and how it has been exported to Mexico. It also explores the increased efforts in the drugs war that the Trump administration, through the U.S. Department of Justice, is pursuing at a domestic level. Part I of this Article provides an outline of the dynamics in the quickly evolving and highly tense relationship between the United States and Mexico. The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. Significant policy action only occurs when changing circumstances turn import dependence into perceived national security threats to the …

Climate change is fundamentally transforming both the Arctic and Antarctic polar regions. Yet these regions differ dramatically in their governing legal regimes. For the past sixty years the Antarctic Treaty System, a traditional “hard law” international law treaty system, effectively de-militarized the Antarctic region and halted competing sovereignty claims. In contrast, the Arctic region lacks a unifying Arctic treaty and is governed by the newer “soft law” global environmental law model embodied in the Arctic Council’s collaborative work. Over the past two decades, the North Atlantic Treaty Organization (NATO) has enlarged several times to include a number of new countries. The first two case studies that are analyzed within this paper include key countries that were added in the 1999 and 2004 rounds of NATO enlargement: Poland, Lithuania, Latvia, and Estonia. The third case study takes a closer look at two countries, Ukraine and Georgia, that sought to become members of NATO but were denied Membership Action Plans (MAPs) because of Russian discontent and military intervention. The recent Russian annexation of Ukraine and the Russian support of rebels in southeastern Ukraine has been met with fierce international condemnation. In light of its violation of multiple international laws and agreements, Russia has argued that it’s acting merely to support the interests of Russian minorities abroad. Given Russia’s intimate history with Ukraine and recent questionable actions from Ukraine towards its Russian minority, the facts leading up to this standoff may provide some justification for Russia’s stance as well as criticism towards Ukrainian policies and Western interference in the Ukrainian referendum. This article examines media framing of American college student Otto Warmbier's imprisonment by North Korea and his eventual death. This research seeks to determine whether or not the use of certain frames was more prevalent in traditionally liberal (CNN) or traditionally conservative (FOX News) news outlets. Through a content analysis, in which 50 different news articles were examined, it was found that coverage of Warmbier's death did not differ greatly between CNN and FOX News.

It is the argument of this dissertation that states become tax havens as a conscious economic development strategy. These states – more properly referred to as "jurisdictions" because some lack the sovereignty of the traditional Westphalian state – do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write or implement laws that create a virtual resource: banking secrecy. Military mutinies are occurring more frequently in the last two decades than ever before. Mutinies impact every region of the world. Given that they are occurring more frequently, impact every region, and often have disastrous implications, scholars must answer the foundational question: why do mutinies occur? What are the proximate domestic conditions that give rise to military mutinies? This project makes three contributions. This paper uses state-level variation in the implementation of the 73rd amendment in India to observe the relationship between political reservations for women in local government and female child mortality. Nationally, reservations for women are not associated with a statistically significant difference in female child mortality. However, a state by state analysis shows variations in the level of impact of reservations on the topic of female child mortality. This paper examines the constraints on female representatives and their level of effectiveness in executing pro-female policies given the political and social environment. The issue that this study focused upon was the legitimacy of military interventions by a state against a violent non-state actor group located within another state's territory. The research sought to answer how interventions by the United States and its allies have evolved during the post 9/11 era. It additionally explored if the justification for military interventions had changed. Seventy years after the first use of nuclear weapons in World War II, the proliferation of these apocalyptic munitions remains a key policy issue on the international stage. The available literature on nuclear proliferation suggests a strong correlation between the threat of rival a state seeking nuclear weapons and a state's own decision to pursue its own nuclear weapons. Regional rivals Argentina and Brazil both initiated nuclear weapons programs and were also developing nuclear delivery systems; however, these countries were able to step out of this dyadic proliferation spiral and renounced their nuclear weapons programs. How do authoritarian states prioritize between economic growth and territorial integrity? China, as an authoritarian state, is growing in political and economic capacity. By examining challenges to China’s territorial integrity, this study examines Chinese responses to visits by the Dalai Lama with government officials in Germany and Austria, as well as official visits by Uyghur dissidents to Germany and Turkey. Analyzing quarterly trade data and specific trade sectors with author created rating schema, patterns emerge.
