Less than 5 percent of those displaced by war and persecution receive permanent sanctuary. This is because the states tasked with protecting them are wary of the “burdens” that they pose, framing them as threats to national economies, budgets, and public safety. Consequently, states seek to share these burdens with other states in order to minimize their own international protection obligations. While the modern norm of “burden-sharing” has existed since at least the mid-twentieth century, it is vague and, therefore, permissive of a wide range of state behavior. April 07, 1994, will forever remain in the history of Rwanda, as it commemorates the beginning of the Rwandan genocide. In 100 days, an estimated 800,000 people, who were overwhelmingly Tutsi, lost their lives at the hand of their neighbors, friends, and families. Although the genocide occurred 26 years ago, there is still much debate surrounding the cause of this tragedy. While some scholars have suggested that the genocide was triggered by contemporary economic and political factors, this thesis is taking a post-colonial approach by bringing into context the colonial history of Rwanda. Poland made impressive gains during its democratization phrase between 1989 and 2015. Its economy became significantly more open; formal institutions underwent dramatic changes in checks and balances. Yet the task of sustaining the impressive performance of democratic institutions has become increasingly difficult after the victory of the Law and Justice Party (PiS) party during the 2015 elections. The article emphasizes Canada's ongoing responsibility to actively engage in nuclear disarmament negotiations. Despite NATO's collective opposition, there is a call for Canada to consider the humanitarian impact of nuclear weapons and support the UN Treaty on the Prohibition of Nuclear Weapons (TPNW). The TPNW, endorsed by 122 nations, aims to establish a legally binding process to ban nuclear weapons, yet Canada and its NATO allies voted against it. This paper questions whether protective tariffs are counterproductive as political-influence tools. This thesis will examine protective tariffs implemented throughout history in different circumstances and levels of technological development. In every case examined, the results and principles behind protective tariffs remain constant. The historical examples utilized in this research include Civil War taxes, the Smoot-Hawley tariff, and Trump’s tariffs against China in 2018. Each of these examples serve as consequential representations of protectionist tariff policy. Protectionist tariffs artificially raise prices and restrict markets while simultaneously propping up inefficient industries. This study probes the limits and possibilities of U.S. military efforts to facilitate the transition from warfighting to nation-building. Most comparative studies conceive the complexity of this transition along a spectrum from conflict to humanitarian assistance to post-conflict stabilization. While the last two stages have often been interpreted as a coordinated act of civil-military ‘nation-building’, the spectrum, in fact, represents an ideal type simplification. The question of how rising atavistic nationalism will affect democracies worldwide is an essential one of our time. In this paper, I focus instead on conducting a comparative historical analysis of atavistic nationalism in two unrecognized states: North Cyprus and Taiwan. I argue that the democratic crisis of our times is, in its essence, economic and has been precipitated by the failure of democracies to build domestic capacities to support democratic values. Should a government repay its international debts even if this imposes severe hardships on its citizens? Drawing on moral psychology, we investigate when people think a government is morally obligated to pay its debts. Participants read about a government that has to decide whether to default on its debt payments or cut vital programs. Across conditions, we varied the number of jobs at stake and whether a full or partial default is required to save them. In this article I discuss the impact of the COVID-19 pandemic and how it has led to the overall decline of globalization in its current form. I discuss how the COVID-19 pandemic has revealed the shortcomings of globalization in its current form that proves it to be unsustainable in the long term. In addition, I discuss new ideas for what a new form of globalization would look like that would be more stable and prosperous, along with being better able to manage global crises such as the current pandemic.

This paper seeks to reconcile performative theorizing, which captures the place of systems of thought on foreign policy practice, and broader sociological approaches that link networks and institutions across space, especially as they relate to the global economy. Once developed, the theory, which is termed here ‘spatial performativity’, is applied to recent efforts to promote industrialization through the development of special economic zones in Ethiopia. In doing so, attention is drawn to a burgeoning area of African and Chinese foreign policy and economic cooperation.
