This essay was part of an Indiana Law Review symposium on the five U.S. vice presidents who have hailed from Indiana.

The Gallup polling organization classifies Indiana as a “pink” state, rather than a “red” state, meaning it leans Republican but is not solidly in the GOP column. Yet, if an image of Indiana persists in many people’s minds as a bastion of social conservatism and tradition, that image likely has been shaped in part by the two most recent vice presidents the Hoosier state has sent to Washington: Dan Quayle and Mike Pence.

This dissertation focuses on shifts in issue attention in the policy process and examines policy changes. Describing agenda setting is important not only for understanding congressional behavior in general but also for understanding the institutional context of other political behavior. I focus on the processes of positive feedback to explain periods of dramatic policy changes observed over a long period of time.

This paper explores the recent rise in radical right-wing extremist groups in the United States, specifically focusing on what has caused the recent rise in violence and if the rise in groups correlates directly with the rise in radical right-wing extremist attacks. Possible causes of the rise addressed in the following paper include the effect of the President of the United States, the fear of big government, the effects of economic hardships and social changes. All of these causes are discussed in conjunction with one another, demonstrating that all the causes work to create the recent rise in radical right.

Partisan gerrymandering has been and will continue to be a topic of interest in the coming years. States will soon begin their redistricting process following the 2020 Census. We introduce a method of simulating Congressional elections which provides a new way of examining and visualizing the votes-to-seats relationship for a state Congressional map using past election data. We are able to build upon Mira Bernstein's method of uniformly simulating elections by injecting a data-driven component of variation into the simulations. Additionally, we are able to directly evaluate the accuracy of our simulations using a type of cross-validation. We compare our …

The central question this thesis addresses is how increasing federal power impacted local peoples, both politicians and otherwise. Kentucky politics was an already convoluted subject of local interconnected patronage without adding even more possible connections. The War on Poverty did just that, adding more players to the ‘game’ of Kentucky politics through numerous influential programs. This thesis closely follows the later years of the War on Poverty in Floyd County specifically to discover what changes were created in the political and social spheres.

Comprehensive immigration policy has been and continues to be a challenge for American policy makers. Although this can be said for many other problems, a holistic approach to immigration policy must address several social, economic, and political ramifications. For instance, in times of economic downturn, policy makers may reassess the economic impacts of increased foreign labor flows as Americans argue they are increasing competition for scarce jobs. This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. Through interviews with government officials, non-profit partners and advocates, and vendors from different parts of the City, I analyze information around the policy itself, its history, and the impact it has and is expected to have on vendors and their businesses. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …

This dissertation explores how partisan polarization among the political elites (the President and key Members of Congress) impacts national security decision-making. The research examines the relationship over time beginning at the start of the Cold War through 2014. In doing so, the research tests several hypotheses to determine the nature of the relationship and what the implications might be for future U.S. national security policy-making. There are three different approaches used in the research centered on the same theory of partisan polarization. This study aims to measure the extent to which personal styling and gender presentation has on public perceptions of candidates. The hypotheses in this study were that masculine styling leads to more positive trait evaluations which in turn leads to a higher number of votes and more conservative rankings—this all, however, was assumed to be conditional on the sex of candidate. This is due to gendered expectations that derive from the gender binary. The overall findings of this study cannot reject the null hypothesis. This project lays down a foundation to study the civic lives of people with cognitive limitations. Considering the lack of research on the issue, the findings lean more toward theory building. Drawing on in-person interviews conducted with institutionalized individuals with intellectual disability (ID), this work attempts to clarify the impact of their disability on their civic lives. The questions that will be answered relate to their issue preferences, voting behavior, partisanship and mobilization, political awareness, and the influence of their circle on their citizen participation. This paper aims to explore why some suburbs adopt land use policies that encourage exclusivity and segregation, meanwhile others adopt land use policies that encourage inclusivity and integration. Specifically, I analyze the social, economic, and political factors that motivate the adoption of certain land use policies. This research extends Charles Tiebout’s public choice theory in conjunction with Michael Danielson’s theory on local government autonomy over land use regulation. These theories combine to explore the understudied relationship of median voter pressure on local government to explain how political actors adopt policies motivated by pressure from from residents, or median voters. This study tells the deep, rich story of Evelyn T. Butts, a grassroots civil rights champion in Norfolk, Virginia, whose bridge leadership style can teach and inspire new generations about political, community, and social change. Butts used neighbor-to-neighbor skills to keep her community connected with the national civil rights movement, which had heavily relied on grassroots leaders—especially women—for much of its success in overthrowing America’s Jim Crow system of segregation and suppression. She is best-known for her 1963 lawsuit that resulted in the U.S. Supreme Court’s 1966 decision to ban poll taxes for state and local elections, a democratizing event …

This chapter investigates the relations of revolutionary consolidation to the American constitutional founding. The concepts of consolidation and augmenta- tion have received little attention in relation to the central question of constitutional legitimacy. Hannah Arendt’s theory of revolution is paradigmatic in this respect. Notwithstanding her influential discussion of foundation, Arendt gives relatively little attention to the pragmatic role of consolidation in acts of constitutional founding. Further, scholarly analyses of Arendt on revolution rarely offer critiques of her concept of foundation in this respect. Newspapers print alarming headlines when foreign governments hire U.S.-based lobbyists to promote their interests in Washington D.C. But does foreign lobbying systematically affect U.S. foreign policy? We provide an analysis of the influence of foreign lobbying on one important component of U.S. foreign policy: the evaluation of human rights practices abroad. U.S. human rights ratings can have a large impact on American foreign policy. They affect foreign aid, sanctions, and trade. Thus, we expect that many countries seek to tilt State Department Country Reports on Human Rights in their favor through information they provide to U.S.-based lobbyists. Our statistical analysis …
