This chapter investigates the relations of revolutionary consolidation to the American constitutional founding. The concepts of consolidation and augmenta- tion have received little attention in relation to the central question of constitutional legitimacy. Hannah Arendt’s theory of revolution is paradigmatic in this respect. Notwithstanding her influential discussion of foundation, Arendt gives relatively little attention to the pragmatic role of consolidation in acts of constitutional founding. Further, scholarly analyses of Arendt on revolution rarely offer critiques of her concept of foundation in this respect. This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. Through interviews with government officials, non-profit partners and advocates, and vendors from different parts of the City, I analyze information around the policy itself, its history, and the impact it has and is expected to have on vendors and their businesses. Congress has become infamous for its lack of understanding of technology, particularly with the Facebook and Google hearings in 2018. To improve this understanding, this thesis argues for the return of the Office of Technology Assessment (OTA), a congressional support agency created in 1972 that provided science and technology expertise to Congress until its termination in 1995. It also considers potential changes that might be made to the old OTA model and the political environment in which a new OTA would need to survive.

Pacific County was one of 206 counties nationwide to vote for President Trump in 2016 after voting for President Obama in 2008 and 2012. These counties were pivotal for Trump’s victory in 2016, and will continue to be crucial in the 2020 election and beyond. This paper uses an ethnographic method to understand why Pacific County flipped to vote for a Republican after voting for Democratic presidential candidates every cycle since 1952.

The American constitutional understanding of rights has historically not included positive economic rights and has focused on negative political liberties. Chapter One is a discussion of what economic rights are in a broad sense. Then in Chapter Two I focus on Roosevelt. In his 1944 State of the Union Address, he proposed a “Second Bill of Rights” for America that was a list of economic rights. The most contentious issues of our day often have to do with political and social rights as opposed to economic rights. Through the lens of property rights I investigate whether this dichotomy existed at the time of the American founding. First, I examine the state constitutions and identify three clauses, common to the documents, which protect property rights. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. This dissertation explores how partisan polarization among the political elites (the President and key Members of Congress) impacts national security decision-making. The research examines the relationship over time beginning at the start of the Cold War through 2014. In doing so, the research tests several hypotheses to determine the nature of the relationship and what the implications might be for future U.S. national security policy-making. This study aims to measure the extent to which personal styling and gender presentation has on public perceptions of candidates. The hypotheses in this study were that masculine styling leads to more positive trait evaluations which in turn leads to a higher number of votes and more conservative rankings—this all, however, was assumed to be conditional on the sex of candidate. This is due to gendered expectations that derive from the gender binary. The overall findings of this study cannot reject the null hypothesis. This project lays down a foundation to study the civic lives of people with cognitive limitations. Considering the lack of research on the issue, the findings lean more toward theory building. Drawing on in-person interviews conducted with institutionalized individuals with intellectual disability (ID), this work attempts to clarify the impact of their disability on their civic lives. The questions that will be answered relate to their issue preferences, voting behavior, partisanship and mobilization, political awareness, and the influence of their circle on their citizen participation. This paper aims to explore why some suburbs adopt land use policies that encourage exclusivity and segregation, meanwhile others adopt land use policies that encourage inclusivity and integration. Specifically, I analyze the social, economic, and political factors that motivate the adoption of certain land use policies. This research extends Charles Tiebout’s public choice theory in conjunction with Michael Danielson’s theory on local government autonomy over land use regulation. This thesis explores Pepe the Frog, a comic book character that became a meme, then went mainstream, and then became appropriated by the Alt-Right in support of the election of Donald Trump in 2016. Users in the Internet have declared this meme a god, others have claimed it as a piece of crypto-art, while White Nationalists use it to propagate their ideology. I draw on McGee’s notion of the ideograph to argue that, in a networked environment characterized by limited attention and heightened speed of circulation, memes have the capacity to ideologically condense publics. Since Trump’s ascendancy in American politics and his subsequent election, a number of articles have surfaced in the media trying to explain evangelical voters’ support of Trump. This paper analyzes common descriptions and conceptions of evangelicals by identifying recurring descriptions of evangelicals in 110 online articles published in a two-and-a-half-year period surrounding Trump’s presidential campaign and election. The results indicate that the answer to the question as to why evangelicals support Trump resides not so much in their theology, but in their aspirations for America and assumptions of what America should be like. Since the mid-1970s, partisan polarization has been increasing in Congress and the Presidency, and, although most voters lack a stable, consistent ideology, non-ideological forms of partisan polarization have emerged in the mass public in recent decades. Moreover, ideological polarization among elites is highly asymmetrical, with increased Republican conservatism accounting for most of the increased ideological distance between the parties. Here, I develop a racial-threat backlash theory and argue that increased rates of immigration are associated with increased asymmetrical ideological polarization among elites and in the mass public.
