This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

In recent years, there has been a growing focus on entrepreneurship as a principal source of economic growth. Many economic development practitioners and public policymakers are taking note of this, shifting attention and resources toward activities to support entrepreneurship. This reflects a broader shift toward strategies that spur growth from within (endogenous growth) rather than seeking economic gains from the outside (exogenous growth).

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. The intention is to repeat the survey annually for the next several years to identify trends that might emerge. The survey has been constructed to measure respondents’ perceptions regarding several issues, including access to capital, workforce supply, information provided by educational institutions and business support organizations, networking opportunities, government responsiveness, attitudes toward entrepreneurs, adequacy of infrastructure, quality of life, and confidence in the regional economy and the ability to start or sustain …

This work is an update to the Regional Economic Indicators: Business and Innovation Climate report that was issued in August 2004. Although many of the same economic indicators are used in the analyses, there is a major difference between the two reports. The August 2004 release had a broad focus on the overall business climate in 36 comparable metro areas. The result was a single index—business and innovation climate. In this report, we focus almost exclusively on innovation and entrepreneurship, each with its own index.

The report is prepared by the Center for Economic Development at Cleveland State University’s Maxine Goodman Levin College of Urban Affairs as a part of the regional indicators project under the Presidential Initiative Program. The study examines human capital and labor force in 36 regions across the country: 32 metropolitan areas of comparable size to the Cleveland metropolitan statistical area (MSA) and three smaller MSAs in Northeast Ohio — Akron,1 Canton, and Youngstown.

The John H. Glenn Research Center at Lewis Field (Glenn) is one of 10 National Aeronautics and Space Administration (NASA) Centers. Glenn is situated on 350 acres adjacent to Cleveland Hopkins International Airport. Its physical plant includes over 150 buildings that contain a unique collection of world-class test facilities. Glenn also includes the 6,400-acre Plum Brook Station near Sandusky, Ohio, 50 miles west of Cleveland. It specializes in large-scale tests that would be hazardous within the confines of the main campus.

Occupation is an important aspect of regional economy; it has been forgotten, however, in most studies of regional economies. Since its establishment in 1902, Lake Hospital System (LHS) has been a community-based, not-for-profit provider of comprehensive healthcare services to the residents of Lake, eastern Cuyahoga, Geauga, and Ashtabula Counties. Today, LHS is the largest employer in Lake County, with 500 physicians and over 2,400 healthcare professionals working in seven facilities.

What is an employment center? McMillen (2003) defines an employment center as a “concentration of firms large enough to have significant effects on the overall spatial distribution of population, employment, and land prices.” Bogart (1998) sees employment centers as a collection of small open economies in a metropolitan area that specialize and trade with each other. Technically speaking, an employment center is a geographic area that exceeds a threshold employment density (employees per square mile) and a threshold employment level.

This study aims to contrast affordability and quality of life as factors of attraction and retention of workforce and businesses in Northeast Ohio’s metro areas with comparable regions across the country. The study is limited to reliable and available data for 36 metropolitan areas from 27 states. As presented, this study serves two purposes: it allows us to compare Cleveland to other metro areas in selected indicators,1 and it creates a valuable database of variables and indicators on affordability and quality of life in 36 metro areas.

This study reports on the contribution made by Playhouse Square Center to Northeast Ohio. The contribution comes in various forms, which are reflected in the report’s different sections. The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy. The second type of contribution is through the various educational programs and events aimed at increasing interest and involvement in the arts. The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. This report has four primary objectives. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). Second, identify those industries in Cleveland that reported substantial employment levels, average annual wages, employment growth, and wage growth during the study period (high performing industries).
