This thesis explores how local government support for arts and culture varies across 24 American cities. It has proven to be challenging for researchers to accurately measure municipal arts support. Research on cultural policy has also often focused on the federal level, despite total city expenditures far exceeding national or state government support. This thesis attempts to take an accurate pulse of city expenditures in 2017 and correlates those spending levels to the variation in city ownership of arts facilities. This thesis examines the Beijing Department Store as a contradictory structure embedded in the world’s largest Communist revolution. By looking at the urban planning decisions behind constructing a colonial form in the center of the socialist capital, I attempt to unravel the complex intersection of economic development and egalitarian mass action in the early Maoist period. Constructed in 1955 during the first Five Year Plan, the Department Store sheds light on the specific parameters of post-revolution modernization campaigns. Addressing transportation-related barriers is an essential part of Clackamas Community College's mission to make education more accessible. This plan provides a student-centered analysis of barriers that make it difficult for students with limited access to personal vehicles to access CCC’s Oregon City and Harmony campuses and identifies strategies to overcome them. The plan focuses on the CCC Xpress Shuttle, which sees over 26,500 trips per academic year, and on the compounded barriers facing students of color, low-income students, and students with disabilities.

Through theoretical inquiry, historical interpretation, and contemporary analysis, I investigate the motivations – both internally generated and externally imposed – that guide New York City unions’ and non-profits’ decision-making around questions of land use and gentrification. This article is based on the artistic practice of two Papuan choreographers trained in the Jakarta Institute of the Arts Dance Study Program. Both based their choreographies on their traditional roots which were presented as site specific performances in their respective villages. Disamenity Or A Signal Of Competence? The Empirical Political Economy Of Local Road Maintenance, Benjamin Blemings, Margaret Bock

Empirical results find different conclusions than theoretical evidence of how electorates perceive road work. This paper uses a geographically smaller unit of analysis than prior work, political alignment, local election cycles, and difference-in-differences. It finds political distortions in invasive road maintenance timing and rules out maintenance seasonality. Spatial discontinuity plots leveraging ward boundary cutoffs confirm the shift. Results identify new public distortions to road maintenance, local election cycles, which are widespread and frequent. The estimates are used to calculate financial costs of local elections on road maintenance. Local elections have cost medium-large U.S. cities over $185.5 million from 1960- 2020.

Portland has faced a mass displacement of Black households from the historically segregated area of Albina through various phases of urban renewal, urban deterioration, and gentrification. A substantial number of them have moved to East Portland, a suburban segment of the City of Portland that was unincorporated county land prior to the 1990's. As Black people have left Albina, the roots of Blackness there have eroded from the area as businesses and churches catering to them have also closed as a result of lost patrons.

Using New Orleans as a case study, this thesis explores the conflation of vehicle probe data with various vessel datasets to characterize the interactions between container vessels and motor vehicles as it relates to interstate congestion in a port city. The case study investigates the impact of container vessel presence/size, fluctuations in container volumes, and container on barge services on roadway congestion. The exploration relies on comparing different conditions using cumulative distribution functions and the Innovative Trend Analysis. Cities are broadly conceived to be queer utopia when compared with rural spaces. While the Quad Cities of Illinois and Iowa fit this simplistic model in some ways, the region has several unique characteristics that warrant their own investigation. I argue that the social climate of the Quad Cities is generally perceived as welcoming and inclusive by the LGBTQ+ community. However, despite an assortment of community-building institutions, some find socialization and partner-seeking a bit difficult. PORTAL provides a centralized, electronic database that facilitates the collection, archiving, and sharing of data and information for public agencies within the region. The data stored in PORTAL includes 20-second granularity loop detector data from freeways in the Portland-Vancouver metropolitan region, arterial signal data, travel time data, weather data, incident data, VAS/VMS message data, truck volumes, transit data, and arterial signal data. Many of these data feeds are received by PORTAL in real time or on a daily basis and for most, the retrieval and archiving process is fully automated.
