Forest Park Ecosystems Services Inventory: An Exploratory Study, Pablo Barreyro, Jenny Dempsey Stein

This report presents both qualitative and quantitative survey data concerning resident perceptions of ecosystem services in Portland’s Forest Park. Focus group best practices and ecosystem services in urban parks literature are reviewed. Representative focus groups were conducted to ascertain local awareness and understanding of the urban wilderness area’s ecosystem services, identify concurrent challenges and measure interest in a potential interpretive center. Individual surveys were also administered in order to connect issues with demographics and recreational use information. Regression analyses were conducted to examine related park usage, access and economic trends.

This article explores the differences, similarities, comparative advantages and disadvantages between developer funding requirements for Affordable and Work Force Housing in the United States and Spain. Emphasis is placed on impact fees as a revenue source in the United States and value recapture requirements in Spain and in Catalonia in particular. The author concludes that American impact fees provide a broader base for developer funding requirement but that Spanish land value recapture programs offer greater flexibility to planning officials when they are applicable.

Creating public housing space in Barcelona requires rethinking how its historic properties might maintain their cultural and structural vitality while serving critical social and economic needs. Drawing on programs from the United States, Europe, and China, I suggest two strategies that Catalan officials might use to effectively leverage Barcelona's historic properties to reduce its public housing deficit. The first strategy considers successful financial incentives promoting public housing in historic properties within the United States - the Low Income Housing Tax Credit and the Historic Rehabilitation Tax Credit - and proposes how the Catalan government might find seed money to fund …

The purpose of this study was to analyze the effect of the income structure of Islamic banking to Islamic banking business risk in Indonesia. The results showed that the average level of business risk in Indonesia with 11 samples of Islamic banking are listed on the Stock Exchange in 2011 to 2013, shows the average value of 7.49% with a range of 1% to 23.5% with a standard value his deviation of 7.7%. This research studies correlation between the efficiency of the local government expenditure and the economic growth in West Java and North Sumatera. The analysis is divided into two stages. First, expenditure efficiency is measured by using Data Envelopment Analysis (DEA) method. Since Hurricane Katrina, entrepreneurial activity in New Orleans has grown faster than the national average (Plyer, Ortiz, Horwitz, & Hobor, 2013). Nationally, however, there is an overall lack of minority startups that are backed by venture capital (Schmid, 2015). These disparities are evident in New Orleans as well (Walker, 2014). The Foundation for Louisiana (FFL) and Camelback Ventures (Camelback) seek to address this issue through the creation of an empowerment incubator for minority entrepreneurs near the LaSalle St. corridor in Central City, New Orleans.

This study seeks to understand the differences in post-industrial redevelopment among the cities of Buffalo, Cleveland, and Pittsburgh. Part of the so-called "rust belt," these three cities experienced industrial decline from the 1960s through the 1980s, largely as a result of the economic globalization of heavy industry. Intensive manufacturing and output had come to a screeching halt, unemployment skyrocketed, outmigration ensued, and each metropolitan area faced formidable challenges to convert to service-oriented industries. Transit-oriented development (TOD) projects in low-income neighborhoods have the potential to provide needed transportation access to a segment of the population that stands to benefit significantly from these large-scale transit infrastructure projects. This research project reveals that large-scale TOD projects have the potential of leading to neighborhood revitalization and equitable outcomes in low-income Latino communities. This paper assesses the affordability of HUD rental assistance properties from the standpoint of transportation costs. HUD housing is, by definition, affordable from the standpoint of housing costs due to limits on the amounts renters are required to pay. However, there are no such limitations on transportation costs, and common sense suggests that renters in remote locations may be forced to pay more than 15 percent of income, a nominal affordability standard, for transportation costs. Using household travel models estimated with data from 15 diverse regions around the U.S., we estimated and summed automobile capital costs, automobile operating costs, and …

Our research objective was to investigate ways to evaluate landscape water use to help cities more effectively direct water conservation programs to locations with capacity to conserve. Research was conducted in connection with a landscape irrigation evaluation delivered through a city-sponsored Water Check Program. Research efforts led to development of several assessment and monitoring tools including: Landscape Irrigation Ratio (LIR), Participant Outcome Evaluation Tool, and Program Evaluation Tool. We utilized these tools to identify locations with capacity to conserve water applied to landscapes, compare water use before and after the water check, and evaluate Water Check Program effectiveness. As cities move to increase levels of bicycling for transportation, many practitioners and advocates have promoted the use of protected bike lanes (also known as “cycle tracks” or “protected bikeways”) as an important component in providing high-quality urban infrastructure for cyclists. These on-street lanes provide more space and physical separation between the bike lane and motor vehicle lane compared with traditional striped bike lanes. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level. Actuated traffic signal control logic has many advantages because of its responsiveness to traffic demands, short cycles, effective use of capacity leading to and recovering from oversaturation, and amenability to aggressive transit priority. Its main drawback has been its inability to provide good progression along arterials. However, the traditional way of providing progression along arterials, coordinated-actuated control with a common, fixed cycle length, has many drawbacks stemming from its long cycle lengths, inflexibility in recovering from priority interruptions, and ineffective use of capacity during periods of oversaturation.
