The University of New Orleans Department of Planning and Urban Studies (UNO--‐PLUS), on behalf of their client, the Crescent City Community Land Trust, Inc. (CCCLT), has created this report to determine the viability of bringing expiring LIHTC properties into a community land trust (CLT). While CLTs are a proven model for maintaining the long-term affordability of housing units, their role in preserving expiring LIHTC properties is untested. This thesis explores the social dynamics of community gardens and their participation within them in the contemporary food justice movement in Seattle, Washington. Community gardens are seen as solutions to myriad urban and environmental problems, such as food deserts, community empowerment, urban greening, environmental education and sustainability of the food system. Three case studies of Seattle organizations, the P-Patch Program, Lettuce Link and Alleycat Acres, provide a basis for analysis of the purported benefit of community empowerment as a function of organizational structure, history and policies. The earth continues to experience climate change. Although it is occurring worldwide, the Least Developed Countries (LDCs) are particularly in danger from various adverse consequences due to their low adaptive capability. In order to assist LDCs prepare for climate change, the United Nations (UN) established the National Adaptation Programmes of Action (NAPAs). Part of the rationale behind the creation of the NAPAs was to help LDCs prepare for climate change effects, while protecting the poor and using sound environmental management. To date, 47 LDCs have submitted NAPAs to the UN, from which 32 are African LDCs.

In 2005, approximately 850 families from the historic village of El Gourna, Egypt were relocated to a new village. The relocation was part of a government initiative to protect ancient records and artifacts from Egypt's Middle Kingdom contained in the Tombs of the Nobles that lay beneath the houses of the village. A special feature of the relocation was an effort made the local authorities to involve of local village leaders and residents in the process.

This study looks at the possibility of not only revitalizing downtown, but on it becoming a true creative milieu - a place that fosters creativity and innovation. School District Enrollment Forecast Reports

The Population Research Center (PRC) has prepared district‐wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past six years. This study includes forecasts of district‐wide enrollment for the 10 years from 2012‐13 to 2021‐22 and forecasts for individual schools for the five years from 2012‐13 to 2016‐17. The 10 year horizon of the district‐wide forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. Overall K‐12 enrollment is forecast to increase by 364 students (8 percent) in the next …

The University at Albany conducted an examination of campus commuting patterns and behaviors over an eighteen month period. The components included a review of existing options, the development of GIS maps indicating origin points of commutes, a survey of campus perceptions of barriers to using alternative transportation and on-time tracking of mass transit offerings. The study revealed that the success of alternative transportation is hindered by limitations in bus routes and frequency in scheduling, the need for commuters to make additional trips outside their commute route and a distrust of bus reliability.

The Subtleties Of Social Exclusion: Race, Social Class, And The Exclusion Of Blacks In A Racially Mixed Neighborhood, Daniel Monroe Sullivan, Jonathan Picarsic

We use interviews, content analysis, and surveys to describe how a neighborhood association in a racially mixed neighborhood in Portland, Oregon (USA) subtly excludes many blacks from being full members of the neighborhood. In contrast to explicit cases of social exclusion, this neighborhood association excludes blacks without ever referring to race. They instead justify their actions—e.g., helping close down a black social club and discouraging more affordable housing—based on such nonracial goals as increasing homeownership, minimizing crime, and maximizing “economic diversity.” We argue that without the inclusion of black residents and their neighborhood organizations (e.g., churches) in the decision-making process, …

For two hundred years—from the earliest exploration by European and American mariners and fur traders, until 1975—the region made up of Oregon, Washington, and British Columbia had a stable personality. This was a region that produced natural resources—fish, furs, forest products, fruit, electricity from flowing water, and wheat from fertile fields. This is the Northwest that H. L. Davis depicted in Honey in the Horn, Emily Carr painted from her Vancouver and Victoria studios, and Ken Kesey dissected in Sometimes a Great Notion. This project demonstrates how a GIS-based analysis of pedestrian accessibility to selected amenities from locations in and around the East Bayside neighborhood of Portland, Maine can help identify and guide decisions about public investment in improving such access. Two street network configurations are analyzed: the current (2011) condition, and a hypothetical configuration including several connectivity improvements currently under discussion or in the process of construction. Over the past 60 years, metropolitan Phoenix, Arizona, has been among the fastest-growing urban areas in the United States, and this rapid urbanization has resulted in an urban heat island (UHI) of substantial size and intensity. During this time, an uncommon amount of UHI-specific research, relative to other cities in North America, occurred within its boundaries. This review investigates the possible reasons and motivations underpinning the large body of work, as well as summarizing specific themes, approaches, and theoretical contributions arising from such study. The city of Richmond has practiced mixed land-use policies to encourage non-private-vehicle commuting for decades based on the successful examples or the empirical evidence of other cities. However, the idea violates one of common logical fallacy—“all things are equal.” Using the indices of land-use diversity, this study explores the correlation between land-use mixture and home-based trip for the city of Richmond. This paper calculates two common indices of land-use mixture—entropy, and dissimilarity. The results indicate that although Richmond’s land-use mixture and home-based trip do have a correlation, the correlation is weak. One possible reason is that socioeconomic actors have a …
