This study was designed to explore the viability of an alternative method of measuring affordability (the residual income method) to that of the ubiquitous 30 per cent benchmark method and to use this alternative method for enriching understanding around a range of affordability and housing market issues. The work has been exploratory but it does reveal both the potential and the limitations of the method. Put simply, the residual income method calculates how much is left over for housing rents or mortgage after relevant expenditure items for different household types have been taken into account. The combination of seismic and vehicle live loadings on bridges is an important design consideration. There are well-established design provisions for how the individual loadings affect bridge response: structural components that carry vertical live loads are designed to remain well within the linear-elastic range while lateral load carrying components are designed to yield under large seismic excitations. The weight of the bridge superstructure is taken in to account as dead load in structural analysis for seismic loads; however, the effects of additional mass and damping of live loads on the bridge deck are neglected. The purpose of this study was to gain a better understanding of how equipment replacement decisions are supported with data collection and quantitative models at state DOTs, and to determine if models found in the research literature offer any better decision support when applied to realistic fleet usage and cost data. This study also addressed the current state of equipment replacement at state DOTs with respect to using measurable “green” criteria in replacement decisions, and the development of new quantitative replacement models utilizing such criteria. Voter-Approved Development: Why Merced County Voters Didn't Follow Stanislaus County Voters At The Ballot Box, Tan Hoang

The report analyzes the factors that influenced the divergent paths that Stanislaus and Merced County residents took when deciding if their counties should implement a new growth management policy that gives county voters final approval of new development projects at the ballot box. This agricultural land policy would require affirmative majority vote from county residents for any development project that rezoned at least ten acres of agricultural land to residential land, and the subsequent voting outcome would effectively overrule any previous decision made by the respective County Boards of Supervisors.

Travel-time variability is a noteworthy factor in network performance. It measures the temporal uncertainty experienced by users in their movement between any two nodes in a network. The importance of the time variance depends on the penalties incurred by the users. In road networks, travelers consider the existence of this journey uncertainty in their selection of routes. This choice process takes into account travel-time variability and other characteristics of the travelers and the road network. Urbanization affects near-surface climates by increasing city temperatures relative to rural temperatures [i.e., the urban heat island (UHI) effect]. This effect is usually measured as the relative temperature difference between urban areas and a rural location. Use of this measure is potentially problematic, however, mainly because of unclear ‘‘rural’’ definitions across different cities. An alternative metric is proposed—surface temperature cooling/warming rates—that directly measures how variations in land-use and land cover (LULC) affect temperatures for a specific urban area. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the North Santiam School District (NSSD). The three district‐wide Enrollment Forecast scenarios for the period 2011‐12 to 2025‐26 describe a long‐range in which enrollment is either relatively stable (LOW series), growing moderately (MIDDLE series), or growing rapidly (HIGH series). They differ due in their assumptions about migration levels as well as the share of District school‐age residents attending NSSD schools. The purpose of this study was to explore Morro Bay residents’ attitudes toward tourism and knowledge about tourism in the three major tourism impact categories (economic, socio-cultural, and environmental). A mail-back questionnaire was hand-delivered during the winter of 2011 to 720 Morro Bay residents. In general, Morro Bay residents had slightly positive attitudes toward tourism in their community. The mean attitude score was 3.27 on a 5-point Likert type scale. The subjects had a relatively low level of tourism knowledge. The mean total indirect tourism knowledge score was 2.98 on a 5-point Likert-type scale. Residents’ total direct tourism knowledge score …

The continued growth in freight movements within the U.S land transportation network has reached a point where alternative means of augmenting its capacity should be investigated. Market demand factors such as door-to-door and just-in-time delivery have contributed to the strong growth in both road and rail transport sectors. This heavy reliance on ground transport has resulted in increased traffic congestion, worsened bottlenecks throughout the network, road deterioration, air pollution, highway accidents, and fuel consumption. This study examines “spatial interventions”: street art, guerrilla gardening, public space invasions, and other unauthorized practices of place-based, site-specific art or activism that challenge the normative uses or meanings of particular urban spaces. In recent years, a growing number of individuals have taken up these forms of site-specific direct action. Some argue that they represent new strategies of political expression, even “resistance”; others, that it is little more than vandalism or pointless juvenile acting out. Yet my research suggests that many of these actions are rather connected by something more subtle, a simple willingness to reimagine the built environment on …

This article describes a campus-community collaborative, SEED Wayne, which was developed to build sustainable food systems on Wayne State University’s campus and in Detroit neighborhoods. The discussion traces the nature of SEED Wayne’s partnerships and reflects on the program’s past three years of existence, including experiences within the university, practical challenges associated with defining sustainability uniformly across diverse campus and community activities, gaining consistent student involvement, and the mutual benefits of the university-community partnership.

In the United States, walking to school declined from 42% of 5-18 year olds in 1969 to 16% in 20011. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure. However, recent research shows that 2 of 3 children who currently are driven to school, but live close enough to walk, do so because it is more convenient for parents. Currently, …

Generative development processes adapt to existing conditions and unfold over time. Generative urban design theory proposes that successful communities must be planned and built incrementally, with current and future users participating throughout the process. The theory critiques the modern development processes of master planning and design that disregard adaptations through the building process. Successful examples of generatively built structures and neighborhoods are often cited from pre-20th century traditional societies and vernacular architecture. Generative approaches to urban design and planning need more modern 20th century examples and case studies of successful generatively built structures and communities.

Residents are divided on whether to remain part of the Metro system of governance, or to unincorporate, but in a recent election, voters overwhelmingly voted to reject the city's comprehensive plan. Damascus is currently exploring the process of removing Damascus from the established urban growth boundary.
